1.         RIDEAU CANAL FOOTBRIDGE CROSSING NEAR CLEGG STREET AND FIFTH AVENUE:  ENVIRONMENTAL ASSESSMENT STUDY – VERBAL UPDATE

Member Lascelles provided a brief introduction to the item.

 

Colin Simpson, Senior Project Manager, Transportation Planning provided a PowerPoint Presentation.  A copy of this presentation is held on file with the City Clerk and Solicitor’s office pursuant to the City of Ottawa Records Retention and Disposition By-law.

 

John Dance, Old Ottawa East Community Association provided a PowerPoint Presentation providing support to the location of Clegg-Fifth for the new footbridge.  A copy of this presentation is held on file with the City Clerk and Solicitor’s office pursuant to the City of Ottawa Records Retention and Disposition By-law.

 

After a brief discussion the following motion was moved.

 

Moved by Member Lascelles

 

Whereas the Rideau Canal is the longest linear barrier between two communities in Ottawa’s urban area (2 km) and the City is strongly committed to connect communities through active transportation; and

 

Whereas the Corktown footbridge has been a widely acknowledged success; and

 

Whereas the existing Bank and Pretoria bridges are difficult and unsafe routes that frustrate active transportation (steep hill, no bike lanes or narrow bike lanes, high volume of motor vehicles, long distances, etc) among residents including many students and seniors; and

 

Whereas the community east of the canal has a 17% less active mode share compared to areas west of the canal due to barriers and unsafe conditions, producing increased wear and tear on roads and bridges, air pollution, and other negative environmental impacts; and

 

Whereas  a variety of community groups, school councils, businesses, City Committees, recreational organizations, elected officials, and community articles and City newspaper reports endorse the Fifth – Clegg Canal Footbridge; and

 

Whereas the optimal footbridge location that will maximize daily utilitarian trips of up to 2,500, is Clegg – Fifth Avenue; and

 

Whereas the Fifth – Clegg Canal Footbridge would enhance the Canal’s World Heritage Designation, promote intensification and healthy living, stimulate main street commerce in the Glebe and Old Ottawa East, and increase access to the parks and public spaces in these two communities; and

 

Whereas the Fifth – Clegg Canal Footbridge will improve air quality, reduce GHGs and mitigate other adverse environmental effects, is in the Pedestrian Plan, the Ottawa Cycling Plan, and the Community Design Plan for Old Ottawa East and that these are all public processes that have been approved by Council.

 

Be it resolved that the EAC concludes that there is a compelling need and justification for the Fifth – Clegg Canal Footbridge and strongly supports the current environmental assessment establishing the case for the bridge at this location and identifying how to mitigate the footbridge’s potential adverse environmental effects.  

 

Be it Further resolved that the EAC strongly supports the future development of additional footbridges throughout the City – spanning waterways, roadways and other barriers – where similar needs exist and environmental benefits can be achieved.

 

The motion was put to the committee and CARRIED, as amended by a vote of 12 YEAS to 0 NAYS as follows:

2.         MOTION: ZERO CONSTRUCTION RENOVATION DEMOLITION WASTE

MOTION : DÉCHETS DE CONSTRUCTION RÉNOVATION ET DÉMOLITION À ZÉRO

 

Member Toms introduced his motion and provided background.

 

Moved by Member Toms

 

Whereas a sustainable waste management strategy is an integral element in creating a sustainable city;

 

Whereas the Industrial Commercial and Institutional (ICI) waste disposal issue is a province-wide policy concern;

 

Whereas Ottawa’s Integrated Waste Management Master Plan (IWMMP) committed the City to reduce significantly ICI waste generated and disposed of in Ottawa;

 

Whereas in 2006, City Council directed staff to develop a comprehensive ICI Strategy building on the updated IWMMP and to provide Council with this strategy forthwith and Council approved the resulting Diversion 2015:  Industrial, Commercial and Institutional (ICI) Waste 3R Strategy in April 2009;

 

Whereas the Ottawa-based Construction Resources Initiative Council which is an industry led group has also announced an objective to produce zero Construction Renovation and Demolition (CRD) waste by 2030;

 

Whereas Environment Committee was told at their June 16, 2011 meeting that Staff are prepared to look at all aspects of garbage processing and collection with the goal of moving to a “zero waste community” over the next 30 years;

 

Be it Resolved that the City of Ottawa solid waste, planning, and infrastructure staff also include in their study the other actions outlined by the Planning and Environment Committee Motion of July 5, 2010 which was subsequently approved by Council on July 14, 2010; and

 

Be it Further Resolved that the City of Ottawa use this study and consultations to also fully explore its role in supporting and encouraging the achievement of this zero waste objective in both the ICI and CRD sectors by ensuring that provincial and industry alternatives are explored and debated fully.

 

The motion was put to the committee and CARRIED, as amended by a vote of 12 YEAS to 0 NAYS as follows:
