BACKGROUND

 

The building located at 470 Wilbrod Street, currently occupied by the Embassy of the Socialist Republic of Vietnam, is designated under Part V of the Ontario Heritage Act as part of the Wilbrod/Laurier Heritage Conservation District (By-law 307-82). The building location is shown in Documents 1 and 2. It was constructed between 1916 and 1921 for Lt. Colonel R.M. Courtney and modified in 1948 to its current Spanish Colonial Revival appearance. The building is further described in the Heritage Survey Form included as Document 7.

 

470 Wilbrod was recently purchased to provide additional administrative offices and classrooms for Le Cordon Bleu cooking school located directly to the south of 470 Wilbrod Street. A rezoning application to permit the proposed classroom uses is currently being processed by the City.

 

This report has been prepared because alterations to buildings in heritage conservation districts require City Council approval.

 

DISCUSSION

 

Recommendation 1:

 

This application deals with a proposed one-storey addition at the rear of 470 Wilbrod Street that will link the existing 1916 building and garage/carriage house. The addition will contain two classrooms and feature a glazed corridor along the west elevation constructed of a dark coloured aluminum curtain wall system. Non-glazed exterior surfaces will be clad in stucco with wood accents. A new entrance will be constructed on the west elevation of the carriage house. These designs are illustrated in Documents 4 and 5.

 

Cultural Heritage Impact Statement

 

A Cultural Heritage Impact Statement (CHIS) was prepared by Barry Padolsky Associates Inc. Architects in accordance with the requirements of the Official Plan. An extract from that Cultural Heritage Impact Statement is included as Document 6 and the full document is on file with the City Clerk. The CHIS references the guidelines of the Draft Sandy Hill Heritage Study to conclude as follows:

 

The decision to construct a modest one storey addition and to maintain the existing buildings (particularly the existing garage) is an acknowledgment to the needed preservation of buildings in the Sandy Hill district.

 

The proposed addition would have no impact on the existing Wilbrod Street character as the entire addition would be located at the rear of the existing house, well hidden from any street views. The proposed architectural character of the proposed addition is “contemporary” but sympathetic to the existing house and garage and fits within the Heritage Overlay setback requirements outlined in the zoning by-laws.

 

For the reasons above, it is our opinion that the proposed development does not adversely impact the cultural heritage value of this site and its existing buildings.

 

Standards and Guidelines for the Conservation of Historic Places in Canada

 

The proposed alteration as described above and in the Cultural Heritage Impact Statement is also consistent with the Standards and Guidelines for the Conservation of Historic Places in Canada which was adopted by City Council in 2008 to assist with the review of interventions to designated heritage properties in the city. Compliance with the Standards and Guidelines is noted below in italics.

 

Standard 11.

 

(a) Conserve the heritage value and character-defining elements when creating any new additions to an historic place or any related new construction.

The existing buildings will be retained.

(b) Make the new work physically and visually compatible with, subordinate to, and distinguishable from the historic place.

The addition is smaller than the existing building, and is of contemporary but compatible design and is not visible from the street.

 

Conclusion

 

The existing building at 470 Wilbrod Street and its garage/carriage house will be retained and rehabilitated as part of the heritage fabric of the Wilbrod/Laurier Heritage Conservation District. The contemporary one-storey addition located at the rear of the property is compatible with the existing heritage buildings to which it is attached and will have no visual impact on the Wilbrod heritage streetscape. The Department is, supportive of this alteration.

 

Recommendation 2:

 

Minor changes to a building design occasionally emerge during the working drawing phase. This recommendation is included to allow the Planning and Growth Management to approve these changes.

 

Recommendation 3:

 

The Ontario Heritage Act does not provide any timelines for the expiry of heritage permits. A two year expiry date is recommended to ensure that the project is completed in a timely manner and in accordance with the approved heritage permit.

Property owners immediately adjacent to this project have been notified of this application.  Action Sandy Hill has been notified of this application and supports it. Heritage Ottawa has been notified of this application and supports it.

D. HERITAGE CONSERVATION DISTRICT BUILDING INFILL GUIDELINES

The Sandy Hill Heritage Study Guidelines (4.3.3.4) recommends the following conservation and design principles concerning new additions to properties of heritage value:

1. New additions should respond to the qualities of “context” – physical, cultural and social – surrounding the property, and the existing sense/spirit of place, while embodying and expressing contemporary design approaches sensitive to the heritage value of the place.

2. New additions should be subordinate to the dominant elements of the setting in which they are inserted, gently and honestly distinguishable as contemporary expression, and broadly compatible with the prevailing heritage character of the place in which they are situated.

3. Additions may be developed in historic styles or contemporary styles, according to what may best fit the context. New additions in some circumstances may suitably adopt appropriate historic styles and idiom when the addition is small in comparison to the original (less than 10% or 15% as a guide.) When additions are large in scale, it is usually most appropriate to design these in contemporary styles to avoid imitative and deceptive historicism.

 

E. CULTURAL HERITAGE IMPACT

The proposed development generally reflects the intent of the Sandy Hill Heritage Study

Guidelines.

The decision to construct a modest one storey addition and to maintain the existing buildings (particularly the existing garage) is an acknowledgment to the needed preservation of buildings in the Sandy Hill district.

The proposed addition would have no impact on the existing Wilbrod Street character as the entire addition would be located at the rear of the existing house, well hidden from any street views. This house is part of the early twentieth century development of the residential character of Wilbrod Street. Its occupancy

by Lt.Col. RM Courtney demonstrates the initial popularity of this neighbourhood for civil servants.

The historical significance of this house is derived from its age, constructed between 1916-21, its associations with

significant individuals such as Lt.Col. RM Courtney, and its role in the development of Wilbrod Street extending into the

early twentieth century.
