REPORT RECOMMENDATIONS

 

That the Health, Recreation and Social Services Committee recommend Council approve:

 

1.                  The Arts, Heritage and Culture Advisory Committee’s Terms of Reference as outlined in Document 1.

2.                  The revised membership of the Arts, Heritage and Culture Advisory Committee as outlined in Document 2.

BACKGROUND

 

At its meeting on 3 December 2003, City Council considered a report from the Acting City Manager entitled “Council Governance Review – 2003-2006 Council”, and approved a number of recommendations concerning the Advisory Committees.  As a result, staff has undertaken a review of the Terms of Reference for each Advisory Committee.  For those Advisory Committees where the amendments were of an administrative nature (i.e. as per amendments approved by Council), the Terms of Reference will not require Committee and Council approval.  In the case of the Arts, Heritage and Culture Advisory Committee, additional amendments to the Terms of Reference are proposed as a result of the amalgamation of the former Arts Advisory Committee and former Heritage Advisory Committee.  The Terms of Reference are therefore forwarded to Committee and Council for approval.

 

 

DISCUSSION

 

The new Terms of Reference have been developed through an amalgamation of the former Arts Advisory Committee and the former Heritage Advisory Committee Terms of Reference documents, in addition to the necessary amendments resulting from the Council Governance Review report and housekeeping or mandate clarification amendments.  These include:

 

·        Revision to the name of the Committee to reflect “Arts, Heritage and Culture Advisory Committee”;

·        Revision to membership – from “11 to 15” to “9 to 15”;

·        Addition of requirement for rural representation;

·        Council liaison changed from 2 members to a minimum of 1 member;

·        Staff representatives changed to 2 members of the People Services Department;

·        Amalgamation of the appropriate text from the former Arts and former Heritage Advisory Committee Terms of Reference documents;

·        The title and wording of the last section was changed to reflect the fact that Council approved the elimination of the workplan funding for all Advisory Committees.

 

With respect to membership of the newly amalgamated committee, members of the former Arts Advisory Committee and former Heritage Advisory Committee were requested to confirm their desire to continue to serve on the amalgamated Committee.  Based on the responses received, membership of the Committee is provided in Document 2, and reflects a current total of 18 members and 1 reserve member.   Although the Terms of Reference provide for Advisory Committee membership to be a maximum of 15 members, it is proposed this number can ultimately be achieved through attrition in that the first three vacancies, either through term expiry or resignation, will not be filled.  The maximum membership should be achieved by the fall of 2004.

 


 

CONSULTATION

 

Staff from the Secretariat Services Branch met with the Chairs of the former Arts Advisory Committee and the former Heritage Advisory Committee to discuss the Terms of Reference.  Comments from the meeting were taken into consideration in the drafting of the final document.  In addition, comments from the Legal Services Branch regarding the need for clarity between this Committee’s responsibilities and those of the Local Architectural Conservation Advisory Committee (LACAC) for heritage matters and the Ontario Heritage Act were also taken into consideration.  The proposed Terms of Reference were again circulated to Chairs of the former Committees, in addition to all members of the former Committees, and no further comments were received. 

 

Additional consultation on the Terms of Reference document took place with the City Clerk, Legal Services and staff of the People Services Department.  As this is an internal, administrative matter, public consultation was not conducted.

 

 

FINANCIAL IMPLICATIONS

 

There are no financial implications with respect to this report.

DISPOSITION

 

Upon approval of this report by City Council, the Terms of Reference will become the mandate and governing authority for the Arts, Heritage and Culture Advisory Committee and the Committee membership will be as outlined in Document 2.  The City Clerk will advise all appointees accordingly..

ARTS, HERITAGE AND CULTURE ADVISORY COMMITTEE

 

Terms of Reference

 

MANDATE

 

The City of Ottawa’s Arts, Heritage aAnd Culture Advisory Committee will provide leadership, advice and assistance to Ottawa City Council, through the Health, Recreation and Social Services Committee, on the development and implementation of (i) municipal arts and culture policies, programs and development initiatives in all disciplines; and (ii) heritage policies (except built heritage), by-laws, strategies and programs to support museums, heritage events and programming, archives, historic sites and collections and the preservation and interpretation of monuments, memorials, structures and natural and archaeological sites.

 

 

RESPONSIBILITIES

 

The Arts, Heritage and Culture Advisory Committee shall be responsible for:

·        Providing a forum for groups and organizations interested in preserving or promoting arts, heritage and cultural resources, to raise issues and concerns;

·        Providing advice and guidance to Ottawa City Council, through the Health, Recreation and Social Services Committee, on the development of and recommendations for a comprehensive municipal arts policy which sets the direction and provides the framework for the City of Ottawa’s commitment to the arts;

·        Providing advice and guidance to Ottawa City Council, through the Health, Recreation and Social Services Committee, on the development of heritage policies by-laws, strategies and programs to support museums, archives, historic sites and collections and the preservation and interpretation of monuments, memorials, structures and natural and archaeological sites;

·        Conducting advocacy on behalf of Ottawa’s arts, heritage and cultural communities;y;

·        Providing advice and guidance on the implementation of Ottawa’s municipal arts, heritage and cultural policies and by-laws and other corporate policies which may affect arts, heritage and culture;

·        Advising on ways to increase the commitment  to, and further public understanding of, arts, heritage and culture issues;

·        Providing advice and guidance on the success of Ottawa’s arts, heritage and culture funding, development, facility, community and public arts, heritage and cultural activity and initiatives, and recommend changes as required;

·        Reporting to Committee and City Council on the “state of the arts, heritage and culture” in Ottawa and resulting social, quality-of-life and economic impacts;

·        Promoting the integration and linkage of arts, heritage and cultural policy and activity across all government levels throughout all sectors within the community-at-large;

·        Advising on the implementation of applicable legislation in the fields of arts, heritage (except built heritage or associated with the Ontario Heritage Act) and culture, which may have an impact on such issues in the City; and

·        Liaising with the Local Architectural Conservation Advisory Committee on heritage matters, and other committees, boards, task forces, etc., on arts, heritage and cultural issues, as required.

 

Liaise with other City of Ottawa Advisory Committees or external boards/committees as appropriate or required.

 

 

ORGANIZATION

 

The Arts, Heritage and Culture Advisory Committee shall have a citizen membership of 9 – 15 and shall be composed of:

·        Ottawa citizens with expertise in professional and community arts and/or interest or expertise in heritage issues, and reflect the full range and diversity of Ottawa’s citizens;

·        A minimum of one citizen appointment representing the rural community.

 

The process for choosing membership for the Arts, Heritage and Culture Advisory Committee will follow the approved Appointments Policy.  The Health, Recreation and Social Services Committee and Ottawa City Council shall approve all appointments to the Arts, Heritage and Culture Advisory Committee.

 

In addition, the Arts, Heritage and Culture Advisory Committee shall have in a resource, liaison and/or advisory capacity, the following:

 

·        2 staff representatives from the People Services Department (Office of Cultural Affairs – Arts Development and Heritage Development) (non-voting)

·        A minimum of 1 member of Ottawa City Council, appointed by Council to act as a liaison (non-voting)

 

 

LEAD DEPARTMENT/REPORTING RELATIONSHIP

 

The People Services Department shall be the lead department for the Arts, Heritage and Culture Advisory Committee.  The Arts, Heritage and Culture Advisory Committee shall report through the Health, Recreation and Social Services Committee to City Council.

 

 

WORKPLANS AND ANNUAL REPORTS

 

The Arts, Heritage and Culture Advisory Committee must report annually to City Council through the Health, Recreation and Social Services Committee (timing to be determined by the Chair, Advisory Committee Coordinator and City Clerk) on the activities of the Committee in the current year and on the Committee’s workplan for the following year.
