MONITORING REPORT

Executive Limitations Policy A.30, Protection of Branches, formerly know as Protection of Services, was approved by the Board January 21, 2008 and revised February 9, 2009.  It states:

 

The Chief Executive Officer shall protect the branches of the Ottawa Public Library for the citizens of Ottawa.

 

Accordingly-, the CEO shall:

 

1.   Maintain the total hours of the Library system, with the exception of: 

 

a)      Scheduling statutory holidays and holiday periods.

b)      Renovations/repairs to facilities of ten (10) business days or less.

c)       Emergencies.

d)      Incidents that affect health and safety.

 

The Library was closed for service for the 11 public holidays agreed to in the collective agreement. Library branches have also closed for short emergency purposes (e.g. loss of power, gas leaks) and for small repairs and renovations, such as painting or carpet replacement.  When branches have had to close for longer periods of time, staff seek Board approval (e.g. closing of Rideau Branch and Ruth E. Dickinson Branches for major repairs and renovations).

2.   Not close, relocate or combine any branches of the system unless specifically directed by the Board.

 

There have been no occurrences of closing, relocating or combining branches in the past year.

3.   Promote public awareness of the need to invest in community and district branches and to build a new central library to serve and support the system as a whole.

 

In the last year, the Library has retained the firm of Weber Shandwick to assist the library to develop a program to raise awareness of the need to invest in community and district branches, and to build a new central library to serve and support the system as a whole.

4.   Be prepared to respond effectively to any future library building proposals that may come forward.

 

The Library is finalizing the building program for the new central library. The library is also adapting the functional building program from the Greenboro District Library project for the development of the West District Library. These documents will facilitate the library’s response to any building proposals that may come forward.

5.   Preserve core service offered at each branch.

 

Core services have remained intact across all locations in the past year.

6.   Maintain the Board-approved structure for library fees and fines.

 

There have been no changes to the library fines structure in the past year.  The Library introduced a new fee structure for exam invigilation only after having received board approval in September 2008.
