11. MOVING FORWARD ON ACTIVE TRANSPORTATION IN OTTAWA
ALLER DE L’AVANT AVEC LE TRANSPORT ACTIF À OTTAWA
ACS2014-OPH-HPDP-0009	   					      		
      That the Board of Health for the City of Ottawa Health Unit:
1. Approve that the Chair of the Board write a letter to the Premier of Ontario, with a copy to all local Members of Provincial Parliament, in support of Bill 31, Transportation Statute Law Amendment Act (Making Ontario’s Roads Safer), 2014;
2. Approve that the Chair of the Board write a letter to the Provincial Minister of Transportation recommending that the provincial government amend the Highway Traffic Act in respect of speed limits to allow municipalities to set their own default speed limits (unsigned); or in the alternative, to set alternative default speed limits with limited signage (gateway signs) at the entrances to residential communities; and
3. Direct Ottawa Public Health staff to identify opportunities to increase the safety of active transportation users around Ottawa schools, and that this information be shared with City partners for their consideration as part of the City’s ongoing implementation of the Ottawa Pedestrian Plan and Ottawa Cycling Plan.
Que le Conseil de santé de la circonscription sanitaire de la ville d’Ottawa : 
1. Approuve que le président du Conseil de santé écrive à la première ministre de l’Ontario, avec copie à tous les députés provinciaux de la région, une lettre appuyant le projet de loi 31, Loi de 2014 modifiant des lois en ce qui concerne le transport (accroître la sécurité routière en Ontario);
2. Approuve que le président du Conseil de santé écrive au ministre provincial des Transports une lettre recommandant que le gouvernement provincial modifie le Code de la route en ce qui concerne les limites de vitesse afin de permettre aux municipalités d’établir leurs propres limites de vitesse par défaut (non annoncées par une signalisation) ou, à titre subsidiaire, d’établir d’autres limites de vitesse par défaut annoncées par une signalisation limitée (panneaux aux points d’entrée) aux abords des communautés résidentielles; et
3. Demande au personnel de Santé publique Ottawa de recenser les possibilités d’accroître la sécurité des utilisateurs des moyens de transport actifs autour des écoles d’Ottawa et souhaite que cette information soit communiquée aux partenaires de la Ville pour leur permettre d’en tenir compte dans le cadre de la mise en œuvre en cours du Plan de la circulation piétonnière d’Ottawa et du Plan sur le cyclisme d’Ottawa.

13. Q3 UPDATE:  OTTAWA BOARD OF HEALTH PUBLIC HEALTH FUNDING AND ACCOUNTABILITY AGREEMENT – INDICATORS
MISE À JOUR POUR LE TROISIÈME TRIMESTRE : ENTENTE DE RESPONSABILISATION EN SANTÉ PUBLIQUE DU CONSEIL DE SANTÉ D'OTTAWA – INDICATEURS

That the Board of Health for the City of Ottawa Health Unit:
1. Receive for information the 2013 year-end results validated by the Ministry of Health and Long-Term Care, as outlined in Document 1;
2. Approve the 2014-2016 Public Health Funding and Accountability Agreement health promotion baselines and targets, as outlined in Table 1 of Document 2;
3. Receive for information the preliminary 2014 third quarter year-to-date (Q3 YTD) health promotion and health protection indicator results, as outlined in Tables 1 and 2 of Document 2; 
4. Approve that the Public Health Funding and Accountability Agreement be signed by the Medical Officer of Health, on behalf of the Chair of the Board of Health; and
5. Direct staff to submit this report, supporting documents and Public Health Funding and Accountability Agreement signed by the Medical Officer of Health to the Ministry of Health and Long-Term Care.
      Que le Conseil de santé de la circonscription sanitaire de la ville d'Ottawa :
1. Prenne connaissance des résultats pour l'année 2013 validés par le ministère de la Santé et des Soins de longue durée et présentés dans le document 1;
2. Approuve les points de référence et les objectifs en matière de promotion de la santé de l'entente de financement et de responsabilisation en santé publique pour la période de 2014 à 2016, faisant l'objet du tableau 1 du document 2;
3. Prenne connaissance des résultats cumulatifs préliminaires au troisième trimestre de 2014 pour l’indicateur de rendement en matière de promotion et de protection de la santé, présentés aux tableaux 1 et 2 du document 2;
4. Approuve la signature de l’entente de responsabilisation et de financement en matière de santé publique par le médecin chef en santé publique, au nom de la présidente du Conseil de santé;
5. Demande au personnel de soumettre le présent rapport, les documents d’accompagnement et l’entente de responsabilisation et de financement en matière de santé publique signée par le médecin chef en santé publique au ministère de la Santé et des Soins de longue durée.
