That Council approve:
1. That the West Carleton Legacy Fund and the
West Carleton Reserve Fund for New Recreational / Cultural Facilities be
committed to the planning, design and construction of a new indoor arena within
West Carleton, Ward 5; and,
2. That a capital project entitled "West
Carleton Arena" be created and the money from the two funds noted above be
transferred into that account, as needed, to support the planning, design and
construction of the facility.

Corporate Services and Economic Development Committee recommend Council
approve:
1. That the West Carleton Legacy Fund and the West Carleton Reserve
Fund for New Recreational / Cultural Facilities be committed to the planning,

BACKGROUND
In February of this year, Council authorized staff
to follow up with two community groups in the former municipality of West
Carleton on the feasibility of financing and constructing an additional ice
surface in this former municipality, outside of the P3 process. The two groups
- the West Carleton Minor Hockey Association and the Carp Agricultural Society
- had each submitted proposals in response to the City's "Request for
Qualifications - Public-Private Partnership (P3) Project for New Ice
Surfaces". The West Carleton Minor Hockey Association proposed a one pad
facility as an addition to the West Carleton Secondary School, and the Carp
Agricultural Society proposed a new one pad facility on the fairgrounds
adjacent and linked to the existing W. Erskine Johnston Arena.
Both respondents made reference to the West Carleton
Reserve Fund for New Recreational / Cultural Facilities (approximately
$650,000) and the West Carleton Legacy Fund (approximately $515,000) as being
available to finance their project. Both groups also indicated a commitment to
a community fundraising effort ranging from $250,000 to $500,000. In each case, the balance of the capital
funding was proposed to be financed through a mortgage.
The West Carleton Reserve Fund for New Recreational
/ Cultural Facilities was created by the former Township of West Carleton in
the late 1990's to help finance the construction of a new arena. It is a fund
that has been carried forward by the new City of Ottawa. The West Carleton
Legacy Fund was created by Council. It is one of a number of such funds created
for former municipalities that had reserves in excess of the average of the
legacy municipalities. The proposed commitment of the reserve funds to an
indoor arena within the former Township of West Carleton meets the project
guidelines for the legacy fund as defined by Council on 26 September,
2001.
With the community involvement and commitment shown
in the P3 responses, along with the capital reserves already in place in former
West Carleton, Council indicated that it would be appropriate to consider these
responses on their own merits, outside the P3 process established for the
provision of new ice surfaces. The People Services Department has confirmed the
significant shortage of ice time in this part of the City and the benefit of an
added facility in this area to meet their programming needs.
Staff were directed to meet with the two respondents
to identify a common, preferred site for the facility. Also, staff were to report back to committee
and Council on the financial feasibility of the proposed project, and the
overall financial impact of providing this additional ice surface in the west
district of the City. This process is ongoing and is anticipated to be
concluded later this year with a report by the People Services Department to
the Health, Recreation and Social Services Committee, and Council.
CONSULTATION
Considerable consultation has taken place over the
past number of years within West Carleton concerning the community's priorities
for new recreation / cultural facilities. Consistently, the residents of West
Carleton have indicated their first priority is for the construction of a new
indoor ice arena. The fact that the Minor Hockey Association and the Carp
Agricultural Society not only invested the time to respond to the P3 process
but did so with two proposals judged by staff as having considerable merit, is
only the latest indication of the community's priority in how these two funds
should be expended.
FINANCIAL IMPLICATIONS
No commitment of City funds is being made at this
time to this project. This report is simply intended to confirm that the two
funds - the West Carleton Reserve Fund for New Recreational / Cultural
Facilities and the West Carleton Legacy Fund - are to be used for the the
planning, design and construction of a new indoor arena within West Carleton,
Ward 5 as desired by the residents of West Carleton.
DISPOSITION
The Corporate Services Department is to create a new
capital project entitled "West Carleton Arena" and transfer the money
from the two funds into that account, as needed, to support the planning,
design and construction of the facility.
A subsequent report on the financial feasibility of
the proposed project, the overall financial impact of providing this additional
ice surface in the west district of the City, and a recommendation of one of
the two sites is to be made by the People Services Department prior to the end
of the calendar year.
