BACKGROUND
City Council, at its meeting of 3 Septemper 2003,
approved the Moffatt Farm Secondary Planning Study wherein under recommendation
number three (3) it was approved that Council consider a financial contribution
to the procurement of an additional open space. The NCC (National Capital
Commission) and DCR Phoenix have each agreed to contribute one third of
the value of the lands.
DISCUSSION
The property known as Moffatt Farm is a 34 ha parcel
of undeveloped land. The parcel is
located along the Rideau River on the east side of Prince of Wales Drive, south
of Hog’s Back Drive. The land is owned
by the NCC, which entered into an agreement with DCR Phoenix Holdings
Corporation for a land exchange involving Montfort Woods. The Ontario Municipal Board approved the
proposed subdivision including a 3.64 ha parcel of land designated for
park/environmental protection. Subsequently,
in discussions with the NCC, DCR Phoenix Holdings and the City, it was agreed
that an additional parcel of land containing 1.57 ha be included in the open
space/park land requirement for the City.
The cost associated with these additional lands, to be shared equally
between the three parties. The
agreement reached established the value of the 1.57 ha parcel at $1,200,000.
The land value has been supported by an independent appraisal commissioned by
the City’s Real Estate Services Division.
Based on the agreement, the City’s share of the contribution would be
$400,000, plus G.S.T. (if applicable).
There are no known environmental implications, which would affect these lands. Staff will undertake a Phase 1 assessment, if considered necessary, as part of its due diligence process.
FINANCIAL IMPLICATIONS
The concern over the development of Moffatt Farm relates
back to the debate over how acreages such as the Montfort Woods and the Moffatt
Farm (riverfront and environmentally sensitive areas) should be preserved. Within the more built up areas of the City,
such areas take on even greater significance both as preserves for flora and
fauna, but also as open space lands for the urban population to enjoy. As such, the settlement negotiated for the
Moffatt Farm could be seen in its broader perspective as protection of the
overall environmentally unique areas of the City in general, and the Moffatt
Farm in particular. As a result, the
utilization of the Environmental Reserve Account to fund the $400,000 required
to achieve the City’s portion of the settlement, would be appropriate.
Attached as Annex “A”, is a sketch showing the Moffatt Farm lands and the approximate location of the 1.57 ha referred to in this report.
