COMMITTEE RECOMMENDATIONS
1. That Council
approve the following Motion that would replace the Motion of 19 February 2004
(Item 2 of HRSSC Report 2A to Council on 10 March 2004 refers), on the same
issue:
a. That staff
continue to enhance, where possible, all of the existing partnerships to
maximize the amount of dental services that can be provided to eligible
recipients.
b. That staff participate in initiatives at the federal/provincial/municipal level that would foster the development of a national oral health strategy,
c. That staff continue to provide dental services to residents at the current program levels.
d. That staff update Committee and Council on any progress or changes made at the federal and/or provincial level that impact the level of service currently available to social assistance and low-income residents.
e. That staff report to Committee and Council any emerging trends in utilization of city dental services that could potentially impact the services available.
2. That the City
of Ottawa sponsor a resolution to the Federation of Canadian Municipalities
recommending a National Dental Care Strategy and that Dr. Burry be
directed to draft the resolution and provide background documentation and
report back in the fall.

du rapport 2A du CSLSS au Conseil, daté du 10 mars 2004), portant sur la même
question :
a. Que le personnel
continue d’améliorer, dans la mesure du possible, les partenariats existants,
afin de maximiser les services de soins dentaires pouvant être fournis aux
bénéficiaires admissibles.
b. Que le personnel prenne
part à des initiatives fédérales-provinciales-municipales visant à favoriser
l’élaboration d’une stratégie nationale de santé buccodentaire.
c. Que le personnel
continue de fournir des services de soins dentaires aux résidents en fonction
des niveaux prévus par les programmes actuels.
d. Que le personnel
fasse part au Comité et au Conseil des progrès ou changements enregistrés aux paliers fédéral ou
provincial qui ont une incidence sur le niveau des services offerts aux
bénéficiaires de l’aide sociale et aux résidents à faible revenu.
e. Que le personnel
rende compte au Comité et au Conseil des nouvelles tendances dans l’utilisation
des services de soins dentaires fournis par la Ville qui pourraient avoir une
incidence sur les services disponibles.
2. Que la Ville d’Ottawa parraine la présentation à la Fédération
canadienne des municipalités d’une résolution recommandant l’élaboration d’une
stratégie nationale de soins dentaires et que le Dr Burry soit
chargé de rédiger la résolution et de produire la documentation
d’accompagnement, et de faire rapport à l’automne.

At the 17 June 2004 meeting of the Health, Recreation and Social
Services Committee, Dr. Aaron Burry, Dental Officer of
Health provided committee with a detailed overview of the departmental response
to the Poverty Issues Advisory Committee (PIAC) report dated 19 January 2004,
plus an overall indication of dental services in the city. The Committee approved a replacement Motion
for the Motion which was approved by Council 10 March 2004 (Item 2 of HRSSC
Report 2A refers).
DISPOSITION
The Coordinator, Health, Recreation and
Social Services Committee will inform the PIAC of Council’s decision on this
item.
PRESENTATION
ON DENTAL NEEDS / EXPOSÉ SUR
LES BESOINS EN
MATIÈRE DE SOINS DENTAIRES
Dr. Aaron Burry, Dental Officer of Health provided a detailed overview of the departmental response to the Poverty Issues Advisory Committee (PIAC) report of last February, plus an overall indication of dental services in the city. A copy of his presentation is held on file. Dr. Burry presented a Motion for the committee’s consideration, which would essentially replace the original recommendations approved by Council on 10 March 2004.
Councillor Deans proposed that a resolution be forwarded to the Federation of Canadian Municipalities (FCM), asking them to promote a national dental care strategy. As part of the Motion, staff would be directed to include background information when it is presented to the FCM.
In response to a question posed by Councillor Cullen about similar services being offered in other regions, Dr. Burry advised that while not all regions do not have dental clinics, many of the Oral Health Coalitions are trying to establish some basic services across the province. The first step in such an investment, however, is the funding. The councillor asked that staff provide committee members with information in regards to the City’s involvement in the Oral Health Coalition, including it’s membership and activities.
When asked what type of funding is being spent on education, Dr. Burry advised that there are screening programs in schools, including two positions for essential dental health promotion who meet with teachers and provide resources on how to get the information across. The councillor believed that education is the key to ensuring good dental health and recognized that funding would definitely be needed in schools to educate students and parents alike.
Linda Lalonde, Chair, Poverty Issues Advisory Committee acknowledged the City’s commitment to dental care. She was shocked to learn from the staff presentation that participation of aboriginal peoples in dental care is about 1/3, but it is less than that for people living in poverty. The PIAC supports the Motion being brought forward and the need to continue to advocate at the senior levels.
