Appendix A be amended so that a member of an Advisory Committee shall disclose
to the City Clerk or persons designated, a conflict of interest as prohibited
by the Code;

Approve the sale of the
property detailed in Recommendation 1, subject to a drainage easement described

amount of $40,000 plus GST, pursuant to an Agreement of Purchase and Sale that
has been received.

That Council approve:
1. The
acquisition in fee simple of approximately 3.04 ha of vacant land owned by DCR
Phoenix Development Corporation, described as being part of Lot 22, Concession
9 in the Geographic Township of Goulbourn, City of Ottawa, shown as parcels 1
and 3 on Annex "A", for the consideration of $1,182,825 plus GST.
2. WHEREAS the
Agriculture and Rural Affairs Committee and Planning and Environment Committee
will recommend to Council a wetland policy for the rural areas;
AND WHEREAS the wetland policy for within the urban
boundary should be compatible;
THEREFORE BE IT RESOLVED that all acquisition of
wetlands in the rural areas be deferred until Council has adopted a policy for
same;
AND BE IT FURTHER RESOLVED that Council should review
the reserve funds available for environmental land acquisition;
AND BE IT FURTHER RESOLVED that policies for
acquisition of wetlands within the urban area continue until this policy is
amended.

Document 2 and as amended by the following:
1) That Document 2 (Details of
Recommended Zoning) be amended to read “2) An interior lot line setback
abutting residential zones of 11 metres”;
2) That the applicant endeavour to
increase the landscaping and tree buffering within the amended interior lot
line setback in order to address privacy concerns; and,
3) That the implementing By-law not be
forwarded to City Council for enactment until such time as the related Site
Plan Control Application has been approved.

pre-hearing on the appeals of the 2003 Official Plan.
2. Approve
an amendment to the former City of Ottawa Zoning By-law to change the zoning of
a portion of 3340 Hawthorne Road from IL F(1.0) to L3, as shown on Document 1.
3. Approve
the insertion of a clause in the Agreement of Purchase and Sale between the
City and the purchaser of the City-owned land located at 3249 Conroy Road
requiring the purchaser to proceed with the rezoning as shown on Document 1 and
described in Document 3 together with the submission of a site plan control
application for approval.

1. Approve and adopt an amendment to the
City Council Approved Official Plan, the Official Plan of the former Township
of Goulbourn and the Official Plan of the former Region of Ottawa Carleton to
redesignate part of 6350 Fernbank Road from “Significant Wetlands” to “Urban
Natural Feature” and “General Urban Area”, and from “General Urban Area” to
“Urban Natural Feature”, as detailed in Documents 3, 4 and 5; and
2. Approve amendments to the former
Township of Goulbourn Zoning By-law to change the zoning on 6350 Fernbank Road
from “W” (Wetland Zone), “RU” (Rural) and “D” (Future Development Zone) to
“NEA-1” (Natural Environment Special Exception Zone), “NEA” (Natural
Environment Zone), “PR” (Parks and Recreation Zone), “R1-XX” (Residential Type
One Special Exception Zone), and “R4-XX” (Residential Type Four Special
Exception Zone) as detailed in Document 7.

WHEREAS past
and current arbitration awards imposing new and additional costs, such as retention
pay, create an unforeseen demand for equitable treatment from municipal
negotiating units that place unforeseen financial difficulties on many Ontario
municipalities;
AND WHEREAS
other municipalities across the Province of Ontario have petitioned the
province to provide appropriate statutory amendments directing interest
arbitrators to factor the ability to pay in relation to local economic
conditions in its labour relations decisions;
AND WHEREAS
the City of Ottawa specifically does not have a problem retaining employees;
BE IT
RESOLVED that the City of Ottawa support the initiatives currently being
undertaken by AMO (Association of Municipalities of Ontario) to bring this
matter to the attention of the Province of Ontario;
AND BE IT
FURTHER RESOLVED that the City of Ottawa petition the Province of Ontario
directly to provide municipalities with the appropriate statutory amendments
directing interest arbitrators to factor the need for such a condition in
municipalities where retention of employees is not at issue.
