6. MOTION – REQUEST TO ADVANCE THE AUDIT OF THE MUNSTER HAMLET LAGOON REHABILITATION

MOTION – DEMANDE D’ACCÉLÉRATION DE LA VÉRIFICATION DE LA REMISE EN ÉTAT DU BASSIN D’ÉPURATION DE MUNSTER HAMLET

COMMITTEE RECOMMENDATIONS

Whereas, the Environmental Services Committee on January 28, 2003 recommended that the Audit Committee direct the City Auditor to include the Munster Hamlet Sewage Lagoon Rehabilitation as one of the individual projects to be reviewed during the City Auditor’s approved audit work plan to be performed in 2003;

Whereas, the Audit Committee on February 25, 2003 directed the City Auditor to include the Munster Hamlet Sewage Lagoon Rehabilitation as one of the individual projects to be reviewed during this audit;

Whereas, in 2004 the efforts undertaken by the City Auditor to review the Munster Hamlet Sewage Lagoon Rehabilitation were subject to further review by the newly appointed City’s Auditor General as part of his efforts to establish a three-year work plan;

And whereas, the work plan established by the City’s Auditor General and received by City Council in 2004 identified that this audit would be completed as part of the overall audit for wastewater in 2007;

And whereas, public concerns continue to be raised as to the legitimacy, integrity and transparency of this project and the decision-making process;

Therefore be it resolved that Council request the City’s Auditor General to advance the completion of the audit for the Munster Hamlet Sewage Lagoon Rehabilitation to 2006; and,

Be it further resolved that the City’s Auditor General report to Committee should there be any significant impacts to the delivery of other efforts anticipated to be undertaken in 2006.

RECOMMENDATIONS DU COMITÉ

Attendu que, le 28 janvier 2003, le Comité des services de l’environnement a recommandé que le Comité de vérification demande au vérificateur municipal d’inclure le projet de remise en état du bassin d’épuration de Munster Hamlet dans les projets à examiner dans le cadre de son plan de travail approuvé pour 2003.

Attendu que, le 25 février 2003, le Comité de vérification a demandé au vérificateur municipal d’inclure le projet de remise en état du bassin d’épuration de Munster Hamlet dans les projets à examiner dans le cadre de cette vérification.

Attendu que, en 2004, les travaux d’examen du projet de remise en état du bassin d’épuration de Munster Hamlet effectués par le vérificateur municipal ont été réexaminés par le nouveau vérificateur général de la Ville dans le cadre de ses efforts visant à établir un plan de travail triennal.

Attendu que le plan de travail établi par le vérificateur général de la Ville et présenté au Conseil municipal en 2004 précisait que cette vérification serait terminée, dans le cadre de la vérification générale relative aux eaux usées, en 2007.

Et attendu que la population continue d’exprimer des préoccupations quant à la légitimité, à l’intégrité et à la transparence de ce projet, ainsi qu’au processus décisionnel.

Il est donc résolu que le Conseil demandent au vérificateur général de la Ville d’accélérer la vérification du projet de remise en état du bassin d’épuration de Munster Hamlet afin qu’elle soit terminée en 2006.

Il est en outre résolu que le vérificateur général de la Ville se rapporte au Comité si cela devait avoir des répercussions importantes sur la réalisation d’autres travaux prévus pour 2006.

BACKGROUND

At its meeting of 21 February 2006, the Corporate Services and Economic Development Committee considered and approved the foregoing motion put forward by Councillor Janet Stavinga. Further, the Committee agreed that Council be requested to waive the rules to consider this matter at their meeting of 22 February 2006. The matter is now before Council for its consideration.
