REPORT RECOMMENDATIONS
1)
That
City Council receive for information the following budgetary updates:
the inflation reductions; the promotional materials/postage reductions;
the approach to overtime and service delivery improvements; the savings
targets; and all compensation reductions except for those identified as
"direct service delivery impacts"; and
2)
That
City Council consider funding on a one-time basis the following "direct
service delivery impacts" from the $5 million set aside in a reserve fund
during the 2006 Budget for this purpose:
a.
The
Parkticipate Program ($10,259);
b.
The
“Busy Kids” program at the Walter Baker Recreation Complex ($12,242);
c.
The
Baribeau/Iona/Harold wading pools ($27,911);
d.
The
staff positions at the Glebe and McNabb Community Centres ($127,434);
e.
The
indoor skate parks at McNabb and Stittsville Arenas ($44,187);
f.
The
Forester for the urban canopy ($81,646);
g.
Shrub
maintenance in planters and along roadsides ($55,200); and
h.
Transit
hours on those routes that do not meet Council-approved performance standards
($206,230).

interim property tax billing be set at 50% of the 2005 Adjusted Annualized
Taxation as permitted by legislation.

That the amount
protected classes are billed on the interim tax billing be set at the maximum
percent of last years' adjusted taxation, as permitted by legislation (50% of
the adjusted 2005 taxes).

That the following
tax due dates be approved for 2006:
4. That the penalty and interest percentage charge on overdue
and unpaid tax arrears remain at the rate of 1.25% per month (15% per year)
unchanged from 2005.

landlocked parcels of land all shown hatched on the Annex “A” attached to this report,

Committee recommendation
That Council approve the acquisition in fee
simple of the improved residential lands together with a landlocked parcel of
land and a limited right-of-way along the driveway owned by Gary William Jasper
and Sharon Anne Jasper all described as Part of Lot 20, Broken Front
Concession, Rideau Front, formerly the City of Gloucester, now in the City of
Ottawa. The lands to be acquired in fee simple, including the landlocked lands,
are shown as Parcel A hatched on Annex “A” and Parcel B shows the hatched
Limited Interest, all for the consideration of $380,000.00, plus GST, made
pursuant to Section 30 of the Expropriations Act, R.S.O. 1990, cE26, as
amended.

to the Expropriations Act R.S.O. 1990.
4.
The payment of $30,136.87, which represents the current professional
fees paid to date by the owners.

City of Ottawa and shown hatched on Annex ‘A’ attached, as surplus to the City’s
needs;
2.
Approve
the sale of the property detailed in Recommendation 1, subject to a drainage
easement described as Part 25, Plan 4R-9968, to Peter J. Richard, for the
amount of $40,000 plus GST, pursuant to an Agreement of Purchase and Sale that
has been received.

6. MOTION – REQUEST TO
ADVANCE THE AUDIT OF THE MUNSTER HAMLET LAGOON REHABILITATION |
Committee recommendation
WHEREAS the Environmental
Services Committee on January 28, 2003 recommended that the
Audit Committee direct the City
Auditor to include the Munster Hamlet Sewage Lagoon Rehabilitation as one of
the individual projects to be reviewed during the City Auditor’s approved audit
work plan to be performed in 2003;
AND WHEREAS the Audit Committee on February 25, 2003 directed the City Auditor to
include the Munster Hamlet Sewage Lagoon Rehabilitation as one of the
individual projects to be reviewed during this audit;
AND WHEREAS in 2004 the efforts
undertaken by the City Auditor to review the Munster Hamlet Sewage Lagoon Rehabilitation
were subject to further review by the newly appointed City’s Auditor General as
part of his efforts to establish a three-year work plan;
AND WHEREAS
the work plan established by the City’s Auditor General and received by City
Council in 2004 identified that this audit would be completed as part of the
overall audit for wastewater in 2007;
AND WHEREAS
public concerns continue to be raised as to the legitimacy, integrity and
transparency of this project and the decision-making process;
THEREFORE BE IT RESOLVED that
Council request the City’s Auditor General to advance the completion of the
audit for the Munster Hamlet Sewage Lagoon Rehabilitation to 2006;
AND BE IT FURTHER
RESOLVED that the City’s Auditor General report to Committee should there be
any significant impacts to the delivery of other efforts anticipated to be
undertaken in 2006.

WHEREAS City Council has approved the procurement process for the
North-South Light Rail Transit, P3 project under a design, build, maintain
model;
AND WHEREAS in August 2005, a Request for Proposal was issued by the
City of Ottawa;
AND WHEREAS in November 2005, Council was advised that three consortia
were formed following the Request for Qualifications;
AND WHEREAS proposals are due back to the City on February 28, 2006 and
findings of the review teams will be reported to the Selection Panel in late
March or early April;
THEREFORE BE IT RESOLVED that upon award of the contract by the City of
Ottawa and subject to the provisions of MFIPPA all information on the selected
proposal and the decision points that were made by City staff and proponents
throughout the process be released to the public;
AND BE IT FURTHER RESOLVED that prior to City staff’s recommendation
report to Committee and Council on the selection of the preferred partner, but
before any further discussions have taken place, City staff provide Councillors
with a full briefing.

WHEREAS certain developers have found a way to build a
duplex unit within the letter of the by-law, but outside of its intent in that
it appears visually as a detached home, being connected only by subsurface
construction and with no street frontage;
AND WHEREAS such development resulting in effect in a
second house in a backyard and outside of the existing character of most Ottawa
neighbourhoods, which generally comprise of houses located along the street
edge of lots with defined contiguous backyard open space areas;
AND WHEREAS the communities where such development has
occurred or are proposed are united in the desire to stop similar developments
from occurring in the future;
AND WHEREAS City staff are currently examining the
Zoning By-law provision that permits this type of development (i.e.: definition
of "duplex house" in the former City of Ottawa Zoning By-law, 93-98)
to ensure that this loophole is closed, in the new comprehensive zoning by-law
being developed for the City;
AND WHEREAS there is public concern that similar
developments might be issued building permits in the interim, while waiting for
the new comprehensive zoning by-law to work its way through the process;
THEREFORE BE IT RESOLVED that the Planning and Growth
Management Department be directed to forthwith bring forward an amendment to
the former City of Ottawa Zoning By-law, 93-98, to amend the definition
contained therein for a duplex dwelling in a way that will prevent development
of what in effect can be considered back to back semi-detached or linked
detached dwellings where one unit is located behind another unit on a lot
effectively in the rear yard to ensure that the appropriate levels of
densification are achieved as per the Official Plan while maintaining current
neighbourhood character.

of Procedure be suspended to consider the following Motion:
WHEREAS the new Community Bus
Pass for Ontario Disability Support Program (ODSP) recipients will go into
effect on 1 March 2006, as a pilot project until 30 June 2007;
AND WHEREAS it is acknowledged
that there are users of the OC Transpo conventional transit system who do not
qualify for ODSP subsidy, but have similar financial circumstances;
AND WHEREAS it is beneficial
to encourage all public transit users to utilize the conventional transit
system to the extent possible;
THEREFORE BE IT RESOLVED that
eligibility for the new Community Pass be extended to include all registered
Para Transpo users;
AND FURTHER BE IT RESOLVED
that staff report back to Transportation Committee on the impacts, including
financial, of this expanded Community Pass issuance in conjunction with the
overall findings of the ODSP pilot project.

WHEREAS in 1908 the first Women’s Day was held in the United States,
accompanied by large demonstrations in which women demanded political and
economic rights, as well as the right to vote;
AND WHEREAS in 1910 women
delegates from around the world met in Copenhagen to propose that Women’s Day
become an internationally recognized event;
AND WHEREAS the first
International Women’s Day was held in 1911;
AND WHEREAS in 1997, the
United Nations officially called for all countries to mark a day for the
recognition of women’s equality;
THEREFORE BE IT RESOLVED that
Ottawa City Council declare March 8, 2006, to be International Women’s Day in
the City of Ottawa.

WHEREAS Home Works, a private
company which specializes in energy efficient renovation, agreed to pay for an
insert in the City’s water bill;
AND WHEREAS this insert will
promote a Canadian Broadcasting Corporation program called Code Green which
will encourage Canadians to invest in energy efficient home renovations;
AND WHEREAS time is of the
essence as the show will be aired this spring;
AND WHEREAS the
City wishes to see its EnviroCentre home energy evaluation service used as
widely as possible and the CBC program Code Green will help the City to do so;
AND WHEREAS the City has
worked co-operatively with the EnviroCentre in the past;
BE IT RESOLVED that the next round of water bills include an insert
for the EnviroCentre promoting the Green Code Program and the EnviroCentre home
energy/insulation programs.

WHEREAS energy supply costs
are driving municipal operations up faster than the rate of inflation;
AND WHEREAS City Council is
committed to keeping tax increases to the rate of inflation;

report back to Council as part of the 2007 budget process on the possibility of
constraining this City’s energy and supply costs.

WHEREAS many
cities are using Development Charge Reduction or a Green Bonus for buildings that
meet LEED standards in order to encourage the construction of buildings with
lower life cycle, energy and City servicing costs;
BE IT RESOLVED that staff bring back a report before Budget 2007 on the
merits and financial implications of green incentives and in particular Green
Development Charges.

many times to bring forward a municipal ventures program which will sell
valuable city services such as bottled water for profit in order to reduce tax
demands;
AND WHEREAS staff does not

consultant be engaged to prepare a report on the profitable sale of municipal
services such as bottling water.
