COMMITTEE RECOMMENDATIONS AS AMENDED

 

That Council:

 

1.         Declare the property legally described as Part of Lot 30, Concession A, R.F.  geographic Township of Nepean, being Part 1 on a draft plan of survey prepared by Paul A. Riddell  (Ref. No. 05-1004-13), containing approximately 3,118.9 m2 (33,573 square feet), in the City of Ottawa and shown hatched on Annex ‘A’ attached, as surplus to the City’s needs;

 

2.         Approve the sale of the property detailed in Recommendation 1, to Ashcroft Homes - Citi Place Inc., for the amount of $154,000 plus GST, subject to a sanitary sewer easement in favour of the City over a portion of the lands to be sold, pursuant to an Agreement of Purchase and Sale, that has been received.

 

3.         WHEREAS the City of Ottawa has deemed Colonnade Road North – Part of Lot 30, Conc. surplus to its needs and has an offer of purchase from Ashcroft Homes;

 

AND WHEREAS the land has been independently valued at $154,000, with 25% (or $38,500) being directed to the Housing First social housing reserve fund;

 

AND WHEREAS this land abuts Charmaine Hooper Fields, home to three full soccer fields, two mini soccer fields, and in future two Ultimate Frisbee fields;

 

AND WHEREAS sports group users have requested from both the City of Nepean and City of Ottawa on-site permanent washroom facilities;

 

AND WHEREAS the Parks and Recreation department has estimated the capital cost of a washroom and storage facility to be approximately $400,000;

 

THEREFORE BE IT RESOLVED THAT funds be segregated within the City Wide Reserve fund for a permanent washroom/storage facility at Charmaine Hooper Fields;

 

AND BE IT FURTHER RESOLVED THAT $115,500 of the proceeds of the aforementioned land sale be directed to this fund.

3.         ATTENDU QUE la Ville d’Ottawa a établi que le chemin Colonnade Nord, partie du lot 30, concession A, était excédentaire et qu’elle a reçu une offre d’achat de la société Ashcroft Homes;

 

ATTENDU QU’un évaluateur indépendant a établi la valeur du terrain à 154 000 $ et que 25 p. 100 de cette somme (soit 38 500 $) doivent être versés dans le fonds de réserve du logement social (Priorité au logement);

 

ATTENDU QUE ce terrain est contigu aux Terrains Charmaine-Hooper, qui regroupent trois terrains de soccer standard et deux terrains de mini-soccer et où doivent ultérieurement être aménagés deux terrains de disque volant suprême (ultimate frisbee);

 

ATTENDU QUE des groupes sportifs ont demandé à la Ville de Nepean et à la Ville d’Ottawa d’installer des toilettes permanentes sur cet emplacement;

 

ATTENDU QUE la Direction des parcs et loisirs évalue à environ 400 000 $ les coûts d’aménagement d’une installation comprenant des toilettes et des aires d’entreposage;

 

IL EST RÉSOLU D’affecter des crédits, dans le fonds de réserve de la Ville, pour la construction d’une installation devant comprendre des toilettes et des aires d’entreposage aux Terrains Charmaine-Hooper;

 

IL EST EN OUTRE RÉSOLU QU’une somme de 115 500 $ provenant de la vente du terrain susmentionné sera versée dans ce fonds.

BACKGROUND

 

The subject property is part of a larger parcel municipally known as 15 Colonnade Road and legally described as Part of Lot 30, Concession 5, Rideau Front, geographic Township of Nepean acquired from the National Capital Commission.  The property being conveyed contains an area of 3,118.9 m2 (33,573 square feet) and is shown hatched on the attached sketch marked Annex “A”.

 

The subject property abuts a larger parcel owned by the purchaser and is to be incorporated into the larger parcel as part of the overall development of this site.  The property was circulated to all City Departments and there was no requirement indicated to retain the property in City ownership.  A utility circulation determined that there was no other interest in the property. 

 

 

DISCUSSION

 

An agreement has been reached with Ashcroft Homes – Citi Place to purchase the subject property for $154,000.  The sale price is in keeping with the market value estimated by an independent appraisal.  The current zoning is MBC(H) Block 6 – Industrial Business Campus Zone, however, City Council, at its meeting of 30 November 2005, approved the purchaser’s request to rezone the subject property to CMU(H) Block Y.  The intended use of the property by the Purchaser is to incorporate the subject lands into its overall development, which is in compliance with the current zoning. 

 

The recommended sale of the subject property is within the market value range, established by an independent appraisal report. 

 

The offer is considered fair and reasonable and is recommended for acceptance.

 

 

CONSULTATION

 

In accordance with policies approved by City Council on 14 November 2001, the availability of the property was circulated to all client City Departments, including the Housing Branch, Public Works and Services and Planning and Growth Management Services, to determine if the parcel should be retained for a City mandated program.  The Environmental Management Group of the Planning and Growth Management Services Department was consulted with respect to the Greenspace Master Plan and their comments are indicated under the Environmental Implications section of this report.  Neither the Housing Branch nor any other City Department expressed interest in retaining the property.

 

The utility companies were also circulated and no requirements were indicated.

 

The circulation of this property predated the implementation of the new circulation practices and only the Local Architectural Conservation Advisory Committee Co-ordinator was circulated.

 

The ward Councillor has been made aware of the intent to dispose of the subject property and supports staff’s recommendation.

 

 

ENVIRONMENTAL IMPLICATIONS

 

There are no environmental impacts associated with this proposed sale of property adjacent to Colonnade Road North.  Although the subject property is in close proximity to the Nepean Creek Corridor, designated as an Urban Natural Feature in the City's Official Plan, the proposed parcel for sale is further than 30 metres away from this feature.  Should the subject property have been within 30 metres of the Urban Natural Feature, any future proposed development for this site would require an Environmental Impact Statement as part of the development application process (section 3.2.3.5 of the Official Plan) to demonstrate that the proposed development would not impact upon the existing natural features and functions of this feature to the north of the subject property. 

 

 

HOUSING FIRST POLICY

 

The Official Plan policy directs that the City make land available for affordable housing and give priority for the sale or lease of surplus City-owned property for this purpose. 

 

The Housing First Policy, approved by Council on 13 July 2005, establishes priority consideration to the Housing Branch in the identification of potentially surplus City-owned property to be used in achieving the City’s affordable housing program targets.  The policy also requires that the Official Plan target of 25% affordable housing be met on any City-owned property sold for residential development.  Where viable residential properties are disposed of without a condition requiring an affordable housing component, 25% of the proceeds from the sale are to be credited to a housing fund to be used for the development of affordable housing elsewhere in the City.

 

The subject is a non-viable property and the new approved zoning is Commercial Mixed Use.  Therefore does not meet the affordable housing criteria outlined in the Housing First Policy.

 

 

FINANCIAL IMPLICATIONS

 

This transaction represents revenue of $154,000 to the Corporation and will be credited to the City’s Sale of Surplus Land Account.

Councillor J. Harder advised Councillor Hume would be putting forward a motion on her behalf.  She explained the subject land was being sold to Ashcroft Development.  As well, another development application at the other end of Colonnade Road which would be coming forward very shortly from Colonnade Developments (for which she would be bringing forward with the same motion).  She spoke of the sports area in between these two developments and the fact the community has long been seeking a washroom facility for this area.  The Councillor explained her intent was to take part of the money accrued from this sale and part of money from the other development (i.e. by Colonnade Development) and put this money towards construction of a building to house a washroom and possibly a storage facility.

 

At Mayor Chiarelli’s request Marian Simulik, Acting City Treasurer, advised that a separate reserve fund could not be established specifically for this project.  However, funds could be segregated within the City-wide reserve for this project.   Councillor Harder amended the wording of her motion to reflect this and Councillor Hume put it forward for the Committee’s consideration.
