That Council approve a requested Minor
Variance to the Permanent Signs on Private Property By-law to allow two
internally illuminated logo wall signs to be located on the top storey of the
north face of the subject building, whereas the By-law only allows one logo
sign per wall face on the top storey.

That the Planning and Environment Committee recommend Council approve a requested Minor Variance to the Permanent Signs on Private Property By-law to allow two internally illuminated logo wall signs to be located on the top storey of the north face of the subject building, whereas the By-law only allows one logo sign per wall face on the top storey.

BACKGROUND
This variance application is being pursued for an office development on the north side of Morrison Drive (see Document 1). Adjacent uses are commercial and industrial to the west and east, with adjacent residential uses located to the south of the site. The subject parcel is zoned Industrial Business Park in the Zoning By-law and listed as a District 4 use in the Sign By-law. A detailed elevation of the proposed signage is provided in Documents 2. The applicant's rationale in favour of the variance request is provided in Document 3.
DISCUSSION
The Department recommends approval as the additional logo sign will not impact upon adjacent uses; will be in compliance with area restrictions; and, will not significantly detract from the building design of this office complex. As demonstrated in the proposal, the signage would be installed having adequate separation between each sign and would not appear to cause any visual distractions to the community. Since there is a buffer with a large parking area, the additional sign would not impact upon the visibility issues associated with proximity to HWY 417. In addition, the need to provide identification and information to the public for the two tenants of this building would appear to be justified in this case.
The Department, therefore, recommends approval of this application, as in this specific situation, the signage does not significantly affect adjacent uses, provides necessary identification to a development, and does not detract from the intent of the By-law or the design of the building.
CONSULTATION
Standard early notification was provided to community and business groups. Responses generated from the circulation did not demonstrate any opposition to this application. The Ward Councillor is aware of this application. The Ministry of Transportation has no objection to this application.
