BACKGROUND

 

In July of 2005, Council adopted By-law 2005-302 for the purpose of establishing a new system of ward boundaries in the City to take effect for the 2006 municipal elections.  Objectors appealed the By-law to the Ontario Municipal Board.  Following a hearing before the Board, it was affirmed in October 2005.

 

On November 9, 2005 a report was presented to and approved by City Council dealing with various preliminary matters relating to the 2006 municipal elections.  Part 3 of that report addressed the process by which ward names could be considered by Council in time for the upcoming elections and help implement the new ward structure.  Staff were to meet individually with Members of Council to obtain their suggestions with respect to possible new ward names.  Members were invited to consider what changes might be appropriate, and also to consult with their constituents, as deemed appropriate, in order to bring a consensus report back for consideration by Committee and Council.

 

As a point of technical information, City Council has exclusive authority to decide upon ward names.  There is no provision in the Municipal Act, 2001 for appeal to the Ontario Municipal Board of a decision it makes on names.

 

 

DISCUSSION

 

Selecting ward names, like defining ward boundaries, can be more complicated than might first appear to be the case.  There can be divergent views in regard to the respective weights given to considerations such as historical interest, protection of community identity, the appropriate length for a name, and the role that a name will play in the process of City-building.  In this instance, the ward boundary exercise has redrawn the suburban and rural boundaries significantly, particularly in the southern and western parts of the City.  There are a number of existing wards affected.  Traditional communities of political interest based on former municipal entities have in many cases been redistributed. 

 

With this context in mind, staff contacted all Members of Council to solicit their input.  As this work proceeded it became clear that in certain areas the evolving nature of City growth means that it is not a straightforward undertaking to identify a ward name that will be embraced for the long term.  Consequently, the names which are being recommended for Committee and Council consideration are recognized as an interim arrangement for purposes of the upcoming municipal elections. 

 

While much of the administration of the election relies upon the already assigned ward numbers, citizens as voters can better relate to their respective wards if there is a name attached to the ward.  Therefore, the names which are shown in Annex 1 are intended to serve as a preliminary identification for the election, with an acknowledgement from staff that the Members of the new City Council elected on November 13, 2006 will be able to consider further individual adjustments to the ward names to reflect future public input on this subject.  It is anticipated that some minor ward boundary refinements may be required after the election and any updating of ward names could occur as part of that process, in the new term of Council.

 

 

CONSULTATION

 

The proposed ward names are being advertised for public information. 

 

 

FINANCIAL IMPLICATIONS

 

The minor advertising costs associated with this initiative are to be accommodated within the 2006 municipal elections budget.
