REPORT RECOMMENDATION
That the Planning and
Environment Committee recommend Council approve an amendment to the former City
of Cumberland Urban Zoning By-law to rezone 2127 Mer Bleue Road from Mg to Mg
Block A for a temporary period of three years as detailed in Document 2.
RECOMMANDATION DU RAPPORT
BACKGROUND
The subject land, 2127 Mer Bleue Road, is 9.75 ha in size and is situated on the east side of Mer Bleue Road just north of the Hydro corridor. This property has been zoned with a Temporary Use By-law to permit a golf driving range and accessory uses under the provisions of the Industrial General MG zone since 1992. The Temporary Use By-law expired on October 12, 2005.
The Industrial General MG zone which affects these lands permits a miniature golf course which co-exists on the site. At present, the applicant is seeking approval to permit, as a temporary use, the existing outdoor golf driving range and accessory uses.
DISCUSSION
City Council Approved Official Plan
The City Council Approved Official Plan
designates the lands as “Employment Area”. These lands are intended for
commercial office and industry. Besides serving as centres of employment, these
areas also serve a number of other functions important to the local economy,
including supplying products and services to the city’s office and commercial
sectors. Employment Areas must have access to designated truck routes.
Former Regional and City of Cumberland Official
Plans
The Regional Official Plan and the Cumberland
Official Plan have similar designations that encourage employment uses. The
respective “Business Park” and “Mixed Use Business Parks – category B”
designations promote warehousing and a wide range of business and industrial
parks uses.
Details of Proposed Zoning
Approval of this temporary use would not hinder
future development of industrial uses in the Bilberry Creek Business Park. The
driving range is viewed as an appropriate interim use of the land given the
absence of services in this area and the modest demand for industrial land at
this time. Therefore, staff supports the requested Zoning By-law Amendment.
CONSULTATION
Notice of this application was carried out in
accordance with the City's Public Notification and Consultation Policy. The
Ward Councillor is aware of this application and the staff recommendation. The
City did not receive any negative comments or opposition to this application.
FINANCIAL IMPLICATIONS
N/A
This application was not processed by the
"On Time Decision Date" established for the processing of Zoning
By-law amendment applications. The "On Time Decision Date" was June
19, 2006.
