BACKGROUND

 

The City has received Site Plan Control Applications for 100 Isabella Street and 480 Metcalfe Street proposing the installation of planters along the outer boulevard, between the sidewalk and the roadway.  Section 3(2) of the Encroachment By-law 2003-446 prohibits permanent surface encroachments.  The Site Plan Approval for this site includes a condition that the owner seek a waiver to this provision of the by-law, as well as a Permanent Encroachment Agreement.

 

 

CONSULTATION

 

The proposed planters would be constructed on Isabella Street, an arterial road and the collector road for a Highway 417 on-ramp, immediately west of Nicholas Street (Document 1).  During consultations related to the Site Plan Control Application for 100 Isabella Street, the Ward Councillor requested a landscape treatment along the south side of Isabella Street that would improve the pedestrian environment (Documents 2 and 3).  Subsequently, the owner of 480 Metcalfe was required to revise its Site Plan to incorporate the same landscape treatment.

 

At 100 Isabella Street, five concrete planters with a height of forty centimetres (40cm) are proposed to be constructed on the outer portion of the pedestrian sidewalk adjacent to a new seven storey building.  The remainder of the outer boulevard will be surfaced with pre-cast concrete pavers.  At the neighbouring property at 480 Metcalfe Street, an additional four planters are proposed along the outer boulevard of Isabella Street, adjacent to the existing nine storey building.  The planters are proposed as an improvement to the visual landscape and to provide a separation between pedestrians and a busy roadway.

 

Surface encroachments are prohibited in accordance with Section 3(2) of City of Ottawa Encroachment By-law 2003-446, in order to preserve the road allowance for priority uses, including utility corridors, for the safety of pedestrian and drop-off traffic, and for the storage of snow during winter snow clearing.  Approval for the installation of the planters is conditional upon the waiver of the by-law.

 

Councillor Clive Doucet fully supports the installation of the planters.  Department of Public Works and Services staff acknowledge that the installation of the planters will eliminate snow storage space, increasing the work for snow clearing operations on both the street and the sidewalk.  The location of the planters will result in the temporary storage of snow in the roadway adjacent to the sidewalk, which may impact the movement of traffic on this corridor.

 

 

FINANCIAL IMPLICATIONS

 

Snow removal and sidewalk clearing and cleaning will require alternative treatment to safely navigate the planters.  It is estimated that the costs associated with increased Surface Operations activities will impact the budget, beginning in 2007, by approximately $10,000 annually.

 

As part of the 2007 budget, the Surface Operation Branch of Public Works & Service Department will bring forward a budget pressure identifying the $10,000 funding requirement. The tax increase forecast for 2007 as presented in the 2006 Draft Budget Summary document was projected to be 8.1%. The impact of this additional requirement in 2007 will result in a .001% tax increase. All additional requirements approved by Council that have a 2007 budget implication will be summarized and presented in the City’s Quarterly Status Report.
