6. WHEREAS Subsection 70(3) of the Procedure By-law states that “the Clerk shall preside at the inaugural meeting of any Committee to conduct the election of the Chair and Vice-Chair of the Committee;” 

 

AND WHEREAS, following the Nominating Committee process for the 2006-2010 term of Council, Council approved that the Standing Committees meet immediately following the adjournment of the Council meeting in which the Nominating Committee report was considered, so that they may proceed with the selection of the Standing Committee Chairs and Vice-Chairs;

 

THEREFORE BE IT RESOLVED that the Nominating Committee recommend that Council direct that the Standing Committees hold their Inaugural Meetings immediately following the Thursday, 14 December 2006 Special Council meeting, at which time each Standing Committee will:

 

1. Elect the Chair and Vice-Chair of the Standing Committee; and

 

2. In accordance with the approved meeting schedule, confirm the first meeting date and time of the Committee in January 2007.

REPORT RECOMMENDATION

 

That the Nominating Committee consider the appointments outlined in the report and recommend to Council the membership of Standing Committees for the term of Council (2006-2010).

 

RECOMMANDATION DU RAPPORT

 

Que le Comité des candidatures examine les nominations indiquées dans le présent rapport et recommande au Conseil municipal les membres des comités permanents pour la durée du mandat du Conseil (2006-2010).

 

 

BACKGROUND

 

On 8 December 2006 City Council considered the "Council Governance Review - 2006-2010 Council" report dated 22 November 2006.  Through this report, Council approved the creation of six Standing Committees, as follows: 

·        Agriculture and Rural Affairs

·        Community and Protective Services

·        Corporate Services and Economic Development

·        Planning and Environment

·        Transit

·        Transportation

 

Terms of References will be developed for these committees and have been scheduled for review by the respective Standing Committees at each of their first meetings in January 2007.

 

 

DISCUSSION

 

Following the establishment of the committee structure, the membership of the committees must be determined.  On 8 December 2006, a memo entitled “2006-2010 Term of Council – Nominating Committee Survey” was distributed to all members of Council.  This memo requested members to identify the Standing Committees they wish to serve on, in order of preference.  The results of this survey are outlined in Document 1, issued separately under confidential cover. 

 

Through the governance report, Council approved that membership on all Standing Committees would be nine members of Council (up to nine members in the case of the Agriculture and Rural Affairs Committee and the Transit and Transportation Committees will share the same membership with different Chairs and Vice Chairs). 

 

This report illustrates a compilation of the survey information.  The Nominating Committee is requested to review the information and make recommendations to Council keeping in mind the need to ensure a City-wide balance and perspective, as well as recognizing as much as possible each Councillor’s previous service, experience and areas of interest. 

 

 

CONSULTATION

 

Consultation with members of Council was obtained through the Nominating Committee survey and request for committee membership preferences and associated comments. 

 

 

FINANCIAL IMPLICATIONS

 

There are no financial implications associated with this report.
