THEREFORE BE IT RESOLVED that as a
matter of policy, Councillors sitting on boards, committees and authorities be
excluded from sitting on the selection panels for those same boards, committees
and authorities.
AND FURTHER that City of Ottawa
staff not be involved in the selection of candidates to boards, committees and
authorities.
That Council approve the appointment
of the following members of Council on Selection Panels for Advisory Committees
and various external Boards, Authorities and Commissions, inclusive of the
Mayor as an ex officio member of all Selection Panels, and with such
appointments to expire with the term of Council:

REPORT RECOMMENDATION
That the Nominating Committee consider the appointments outlined in the report and recommend to Council the membership of selection panels for various external boards, authorities and commissions and advisory committees for the term of Council (2006-2010).

Que le Comité des
candidatures examine les nominations indiquées dans le présent rapport et
recommande au Conseil municipal les membres des jurys de sélection des
candidats pour les divers conseils et les diverses commissions externes ainsi
que pour les comités consultatifs pour la durée du mandat du Conseil
(2006-2010).
BACKGROUND
In association with the December 6 to
8, 2006 Council meetings, a total of 16 advisory committees were approved in
association with the 2006-2010 governance structure. Advisory Committee membership is comprised of citizen
appointments, and in some situations, agency appointments approved by
Council. The appointment process is
outlined in the City of Ottawa Appointments Policy as amended by Council, which
outlines a fair and equitable process for appointing citizen members to the
Advisory Committees.
The City of Ottawa holds the authority to appoint Council and/or citizen members to various external boards, authorities and commissions as per the City of Ottawa Appointments Policy. The City of Ottawa representation varies from board to board, which is noted in the entity’s by-law or constitution.
DISCUSSION
The Council-approved Appointments Policy outlines a
fair and equitable process for appointing citizen members to Advisory
Committees, external boards, authorities and commissions. The process entails two members of Council
to serve as the Selection Panel.
Members of the Selection Panels are responsible for reviewing citizen
applications, short-listing candidates for interviews, conducting interviews,
and making citizen appointment recommendations to Standing Committee and
Council for approval. Recruitment campaigns are generally held annually for
Advisory Committees and as required for external boards, authorities, and
commissions. Inherent in the
Appointments policy is a commitment to ensure that as much as possible, the
diversity and demographics of the City are reflected in committee
membership. Staff is not involved in
the selection process for citizen members to Advisory Committees, however,
administrative support for the recruitment, interview and selection process is
provided through the City Clerk's Branch.
On 8 December 2006 a survey was distributed to all members of Council requesting Councillors identify the selection panels for external boards, authorities and commissions and Advisory Committees on which they wish to serve. The results of this survey are outlined in Document 1, issued separately under confidential cover.
There are no members of Council who have expressed an interest in serving on the following Selection Panels:
- Accessibility Advisory Committee
- Pedestrian and Public Transit Advisory Committee
- Taxi Advisory Committee
- License Committee
- Mohr’s Landing / Quyon Port Authority
- Ottawa Municipal Campground Authority
The following Selection Panels have one Councillor, however, require an additional Council member:
- Equity and Diversity Advisory Committee
- Health and Social Services Advisory Committee
- Local Architectural Conservation Advisory Committee
- Poverty Issues Advisory Committee
- Almonte Hospital Board
- Mississippi Valley Conservation Authority
- Property Standards Committee
CONSULTATION
Consultation with members of Council was obtained through the Nominating Committee survey and request for selection panel preferences and associated comments.
FINANCIAL IMPLICATIONS
Expenses associated with the Advisory Committee and external board citizen recruitment process are provided through the City Clerk’s Branch operating budget, pending Council budget approval.

DISPOSITION
The Nominating Committee recommendations will
