and that this Board be asked to
amend its by-law to reflect the appointment of 2 members of Council rather than
the Mayor and 1 Councillor
AND WHEREAS the City has entered
into an agreement (dated March 18, 2005) with West Capital Developments (WCD),
which provides WCD with an option to purchase, develop, and operate/manage the
Carp Airport under a Municipal Capital Facilities Agreement (MCFA);
AND WHEREAS
the resulting actions initiated under the provisions of the "Option to Purchase and
Development Agreement" agreement between the City and WCD resulted
in the Carp Airport being in a critical transition period and accordingly on 24
August 2005, for reasons of continuity, City Council approved the extension of
the terms of the existing appointees until December 2006;
AND WHEREAS the approvals process
for the proposed development at the Carp Airport by West Capital Developments
(WCD) is still ongoing and the Option Period has been extended to the end of
March 2007 on the basis of the provisions of the "Option to Purchase and
Development Agreement";
AND WHEREAS as part of the
conditions for exercising its "Option", WCD must obtain the necessary
planning and infrastructure approvals for its development and submit a
"Modified Business Plan" to the City;
AND WHEREAS the provisions of the "Modified Business
Plan" must be consistent with the terms and conditions of the "Option
to Purchase and Development Agreement" and take into account the actual
planning and infrastructure approval conditions; provide the details of the
financial commitment for undertaking the first stage of the development; and
set out a proposed governance structure for the "Core Airport Area"
that is to be operated and maintained as a municipal airport facility under the
provisions of a Municipal Capital Facilities Agreement (MCFA);
AND WHEREAS the specific terms and conditions for the
MCFA will evolve from the provisions set out in the Modified Business Plan.
AND WHEREAS discussions between the Carp Airport
Authority (CAA) Board of Directors and WCD anticipate that the role and
structure of the CAA will be modified with the CAA Board seeking approval from
the membership at the next annual general meeting, which will be held in late
May or early June 2007, for amendments to the CAA's articles of incorporation to
reflect its new role under the MCFA.
THEREFORE BE
IT RESOLVED that the terms of office of Harold Daley, Neville Johnston, John
MacMillan and Grant Stonehouse as City of Ottawa appointees to the Carp Airport
Authority be extended until 30 June 2007, or until the provisions of the
Municipal Capital Facilities Agreement (MCFA) between the City and West Capital
Developments (WCD) has been executed by both parties, whichever event comes
first.

REPORT RECOMMENDATION
That the Nominating Committee consider the appointments outlined in the report and recommend to Council the appointments to various external boards, authorities and commissions for the term of Council (2006-2010).

BACKGROUND
The City of Ottawa holds the authority to appoint Council and/or citizen members to various external boards, authorities and commissions as per the City of Ottawa Appointments Policy originally approved by Council on 28 March 2001 and amended on 8 December 2006. The City of Ottawa representation varies from board to board, which is noted in the entity’s by-law or constitution.
DISCUSSION
At the outset of each new term of Council, the Nominating Committee is charged with reviewing all appointments to external boards, authorities and commissions and making recommendations to Council on the Council member appointments. On 8 December 2006, a memo entitled “2006-2010 Term of Council – Nominating Committee Survey” was distributed to all members of Council. This memo requested members to identify which external boards, authorities or commissions they wish to serve on, in order of preference. The results of this survey are outlined in Document 1, issued separately under confidential cover.
A list of the various bodies to which the City of Ottawa may appoint members of Council was provided in the survey. In some circumstances, the seat may be designated for the Mayor or the Ward Councillor whom shall be the representative, as noted in the Board constituting document. Generally all Council appointments are held effective for the term of Council.
It is recommended that in a situation where the Nominating Committee may recommend, and Council approve, a Council member assuming a seat presently occupied by a citizen representative, that the Councillor appointment would be effective upon expiration of the citizen appointment.
This report considers Council member appointments to the various bodies. In association with this, there are situations where the City of Ottawa representative is a citizen appointment. In these cases, during the annual recruitment process, Council will be asked to approve citizen appointments recommended through the selection panel process.
This report illustrates a compilation of the survey information associated with the external boards, authorities and commissions. The Nominating Committee is requested to review the information and make recommendations to Council keeping in mind the need to ensure a City-wide balance and perspective, as well as recognizing as much as possible each Councillor’s previous service, experience and areas of interest.
CONSULTATION
Consultation with members of Council was obtained through the Nominating Committee survey and request for external board membership preferences and associated comments.
