That Council

starting with the next round of funding applications in June 2007; and

That Mayor Larry O’Brien personally follows up on this
matter with the Premier of Ontario.

REPORT RECOMMENDATION
That the Arts, Heritage and
Culture Advisory Committee recommend that the Community and Protective Services
Committee recommend Council approve the following:

BACKGROUND
On 28 September 2006, the Arts, Heritage and Culture Advisory Committee (AHCAC) received a presentation from Christina Tessier, Director of the Bytown Museum. The presenter requested the AHCAC’s support in a call from the Ontario Museum Association (OMA) for Ottawa City Council to request an increase in the Community Museum Operating Grant funding by $5 million to close the gap between what recipients currently receive and what the Ontario Heritage Act funding formula stipulates museums should receive based on eligible expenses, as well as an additional $5 million for the more than 200 Ontario museums which are currently excluded from the CMOG program due to lack of funding in the envelope. A copy of the information brief provided by the presenter is attached as Document 1.
It is within the mandate and responsibility of the AHCAC
to provide leadership, advice and
assistance to City Council, through the Community and Protective
Services Committee (formerly the Health, Recreation and Social Services
Committee), on the development,
implementation and success of Ottawa’s arts, heritage and culture funding and
to recommend changes as required.
At its meeting on 28 September, 2006, following
discussion on the funding provided via the Community Museum Operating Grant,
the AHCAC approved the following motion for transmission to the Community and
Protective Services Committee and Council:

The Department of Community and Protective Services
supports this motion.
The Community Museum Operating Grant (CMOG) Program was created by the Province of Ontario in 1980. It is the only source of government operating support for Ontario’s museums beyond municipal support. The program has been capped at $2.7 million for over a decade.
Four of the local museums are CMOG participants: Cumberland Heritage Village Museum, Bytown Museum, Nepean Museum and Diefenbunker. None of these participating museums receive what they are entitled to under CMOG regulations because the Program is under funded. Less than half of Ontario’s museums are supported through this program due to under funding. Also, inflation has eroded the value of the funding envelope. Additional museums cannot be admitted to the Program without decreasing the level of support provided to existing participants.
Document 2 suggests the level of funding that local museums might receive in 2010 if CMOG was fully funded.
FINANCIAL IMPLICATIONS
There
are no financial implications for the recommendations in this report.

Request:
That the Arts, Heritage and Culture Advisory Committee

McGuinty, Premier of Ontario and the Honourable Caroline Di Cocco, Minister of
Culture, increase Community Museum Operating Grant funding by $5 million to
close the gap between what recipients currently receive and what the Ontario
Heritage Act, regulation 877 funding formula stipulates museums should receive
based on eligible expenses. In addition, that Ottawa City recommend an
additional $5 million for the more than 200 Ontario museums which are currently
excluded from the CMOG program.
And that this request be forwarded
to area MPPs, the Ontario Museum Association, and the Association of
Municipalities of Ontario.
Summary:
The Ontario Museum Association has
launched an advocacy campaign to seek increased funding for museums across the
Province, particularly aimed at increasing grants from the Ministry of
Culture’s Community Museum Operating Grant (CMOG) Program by $10 million.
In Ottawa, four local museums
receive support through the CMOG program. They include the Bytown Museum,
Cumberland Heritage Village Museum, the Diefenbunker and the Nepean Museum.
Currently, CMOG grants for these
four museums totals $64,245, considerable less than they are entitled to, based
on eligible operating expenses. According to the Ontario Heritage Act,
Regulation 877, these four museums should receive $162, 870 – a difference of
almost $100,000.
In addition, the City of Ottawa
supports seven other local museums that do not receive funding through the CMOG
program because the program cannot admit new museums unless a participating
museum drops out. The requested increase would provide these museums with a
second source of operating funding; the only other source available to them.
These seven museums include: Billings Estate Museeum, Goulbourn Museum, Osgoode
Township Museum, Pinhey’s Point, Vanier Museopark, Watson’s Mill and the
Worker’s Heritage Centre.
Report:
Across Ontario,
approximately 200 community museums receive annual funding through the Ministry
of Culture’s Community Museums Operating Grant Program to assist with their
operating costs.
Ontario museums and
heritage attractions contributed an estimated $355 million dollars to the
province’s Gross Domestic Product in 2001 and generated 11,700 jobs. Ontario
museums have over 8,000 paid employees and over 16,000 volunteers. Ontario
museums and heritage attractions continue to be popular with visitors, with
total attendance of almost 19 million people each year, a 12 per cent increase

Ontario museums and
heritage attractions spend over $562 million per year in operating and capital
expenses. The Ministry of Culture’s Community Museum Operating Grant Program
provides operating funding to less than one-half of Ontario’s museums. That
operating support has been capped at $2.6 million for most of the last two
decades, while inflation has steadily eroded the value of that small
investment.
The Ontario Museum
Association (OMA) has launched an advocacy campaign to seek increased funding
from the Provincial Government for museums across the province. One of their key goals is to increase the
level of support offered through the Community Museum Operating Grant by $10
million.
In order to ensure that heritage funding becomes a priority
for the provincial government, Ontario museums and their supporters must
continue to be heard and make their case to local MPP’s, City Councils and
regional governments, and other community stakeholders and partners in every
corner of the province.
It is important to note that museums have been required to
meet new Museum Standards but without accompanying funding support. In addition,
museums need increased resources and support to preserve artifact collections
for the benefit of each and every Ontarian, to be able to conduct research,
work with and care for collections, to deliver dynamic programming and engaging
exhibits, and to contribute fully to the progress of our province.

Potential Support for
Local Museums from the Provincial Community
Museums Operating Grant (CMOG) Program |

To qualify for CMOG support, a museum must demonstrate that it meets the minimum requirements for the operation of a local community museum as defined in the 10 Standards for Community Museums in Ontario. Those standards cover all areas of museum operations: research, collections management, human resources, exhibition, interpretation and education, conservation, finance, governance, physical plant and community engagement. The analysis provided in this table is based on the following assumptions: the recommended levels of City operational support by 2010, that the museums have all qualified for CMOG support by meeting the required standards, and that the Provincial program is funded to a level that allows the Province to allocate the maximum amounts allowed under the current program guidelines. The Province must increase its level of funding in the CMOG program to allow the current participants to receive what they are entitled to and to admit additional local museums. |
