That Council:
1. Delete the lands known as 3105 Hawthorne Road
from Map 17A of the former City of Gloucester By-law No. 333 of 1999, as shown
in Document 1, and these lands will no longer be subject to the provisions of
By-law No. 333 of 1999.
2. Incorporate
the lands known as 3105 Hawthorne Road into Zoning Map 43, Sub Area 1 of the
former City of Ottawa Zoning By-law Number 93-98, zoned IL F(1.0), Light
Industrial, and these lands will be subject to the provisions of By-law 93-98,
as shown in Document 2.

That the Planning and
Environment Committee recommend Council:

This property is an interior lot located on the east side of Hawthorne Road, approximately opposite to where Ages Drive intersects Hawthorne Road. The property is currently vacant land that straddles the former municipal boundaries of the Cities of Gloucester and Ottawa, and has a lot area of approximately 20295 m². The surrounding area uses consist of industrial storage facilities and general industrial uses typically found in an industrially-zoned area.
Currently the property has multiple zone designations from the former municipal comprehensive Zoning By-laws of Ottawa and Gloucester. The purpose of the Zoning By-law amendments are to apply a single zone designation over the entire property to enable orderly development to occur under one set of zoning performance standards.
That
portion of the site lying within the former City of Gloucester is zoned Mx,
Heavy Industrial. The purpose of this
zone is to permit a full range of industrial uses that will include
warehousing, manufacturing, storage and handling of hydrocarbons and hazardous
material, a waste transfer facility and other traditional industrial uses.
That portion of the site lying within the former City of Ottawa is zoned IL F(1.0), Light Industrial. This zone permits industrial uses related to repair, manufacturing, warehousing, maintenance of commercial or industrial vehicles, and transportation uses related to shipping and receiving.
The proposed zoning is IL F(1.0), Light Industrial of the former City of Ottawa. It is proposed that this zone be applied for both the portions of the property occurring within the former Cities of Gloucester and Ottawa.
DISCUSSION
The Official Plan designates this
site as Employment Area. Within
Employment Areas the primary land uses are to include warehousing and distribution,
manufacturing, storage, office and institutional research uses.
The proposed development has been
reviewed for compliance with the general intent of the Official Plan and its
policies. The Zoning By-law amendment
is considered to be appropriate in that it will impose one standard set of
performance standards enabling a more orderly development of the site. The recommendation for the former City of
Ottawa “IL F(1.0)” zone designation is the preferred zoning which allows lesser
intensive industrial uses and will permit the applicant's proposal for a
self-storage facility use. In summary,
the proposal to change the industrial zone designation at 3105 Hawthorne Road
is considered to be consistent with the policies of the Official Plan. Therefore, the requested Zoning By-law
amendment is recommended for approval.
CONSULTATION
Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy. The Ward Councillor is aware of this application and the staff recommendation. The City did not receive any negative comments or opposition to this application.
FINANCIAL IMPLICATIONS
This application was processed by the "On Time
Decision Date" established for the processing of Zoning By-law amendment
applications.
