Que le Comité de l'urbanisme et de l'environnement recommande au Conseil d'approuver une dérogation mineure à l'article 131 du Règlement 2005-439 sur les enseignes afin de permettre une augmentation de la superficie maximale permise pour une enseigne murale devant être située sur un mur de pierres contigu à l'entrée principale.

 

 

BACKGROUND

 

The subject property is located on the north side of Lester Road, east of Albion Road and west of Bank Street (see Document 1).


 

The applicant wishes to install two gateway entry signs of equal size, one located on either side of the access road, Meandering Brook Drive, to identify the Deerfield Village residential development.  For aesthetics and to maximize visibility, the signs are to be installed on two limestone walls aligned 45 degrees to Lester Road (see Documents 2 and 3).  As described below, the scale of one sign is acceptable.   However, an increase in the maximum sign area limitation of the By-law is required to permit the second sign at an equivalent size.

 

The subject property is a mixed zoning, OS (District 2) on the west side of Meandering Brook Drive and Ra2 [E27] (District 1) on the east side. 

 

Wall signs located in a District 1 zone, predominantly low density residential development, are limited in sign area to .2 square metres.  For District 2 zones, with a somewhat higher intensity of development, the By-law permits a sign area of two square metres.  Each of the proposed signs will have a sign area of 1.23 square metres installed on a wall measuring 3.08 square metres with an overall height of 1.9 metres.  As such, the applicant is requesting an increase in the permitted area for the sign located in the District 1 zone from .2 square metres to 1.23 square metres.

 

Land in the area is currently under development for residential use.  Signs of equal scale would be considered more visually compatible.  The signs are to be non-illuminated, thereby minimizing intrusive glare or light spill-over into the development or surrounding community.  Gateway entry signs are now common place in new development and staff have no objection with this type of low profile signage in a residential setting that provides clear identification for general way finding.

 

In response to the standard notification to area residents and in the local newspapers, no objections were received.

 

The Department is satisfied that the application is in keeping with the purpose and intent of the by-law and approval is recommended.

 

 

CONSULTATION

 

Notification was provided to area property owners, local community groups and the newspapers.  No responses were received.
