BACKGROUND

 

On May 26, 2006, Monarch Corporation submitted an application to name four private roadways to be constructed as part of a housing development located at 3584 Jockvale Road.

 

Private property owners are required to propose names for public and private roadways at the development application stage. 


The development industry is encouraged to consider the application of historic names related to accomplished individuals, places or things of significance, of a theme, or of names from the pre-cleared list of available name on the City's website.

 

Section 6 of By-law 2002-521 provides for the approval of private roadway names under delegated authority by the Director of Building Services.  Section 7 states that if an objection to the proposed names is received, the Director shall forward the application to the Planning and Environment Committee, together with the Department’s recommendation as to its approval or rejection and City Council shall either approve or reject the application.

 

In this case, an objection was received with regard to the original list of proposed names: Ramelton, Oban, Dalkena and Hemford.  The objection entailed a concern that the names were not adequately linked to the "golf" theme adopted for parts of this subdivision.  This subdivision includes a golf course and hence many of the names so far approved relate to golf centres.

 

"Ramelton" is the name of a town near Donegal in North West Ireland, known to golf enthusiasts who travel to the area to play one of six golf courses.  "Oban" is the home of the world class Glencruitten Golf Course in Scotland and was designed by the renowned course architect James Braid.

 

With regard to "Dalkena", the applicant has agreed to change this name to "Kelso".  The Kelso Golf Club was also designed by James Baird and is also located in Scotland.

 

To enable promotion of the first phase of development, the applicant has submitted and received approval under delegated authority for three of the above names, confirmed as having a golf theme, thus not subject to a Section 7 report to City Council.  The remaining objection relates to the name "Hemford", the subject of this report (Reference Document 1).

 

"Hemford" is a small town located in Shropshire, England and although it does not have a direct link to the golf theme, the name was previously approved by the former City of Nepean and was on the reserve list for use by the applicant for this development.  It is noted that the Municipal Addressing By-law 2005-322, which sets out the guidelines for naming public streets, does recognize the use of names that are on the reserve list and in fact, requires applicants to use names from this list for collector highways, as the list includes previously commemorated names of individuals.  The formal recognition for the reserve list was inadvertently omitted from the by‑law for naming private streets and thus although "Hemford" was previously vetted and on the list, By-law 2002-521 does not specifically recognize names on the reserved list.  This oversight will be addressed in a separate report to Council. 

 

With regards to "Hemford", the Department is satisfied that the general intent and purpose of the naming guidelines have been met and approval is recommended. 

 


CONSULTATION

 

In response to the notification provided to the Ward Councillor and the local newspapers, one response was received in opposition to the proposed names stating that no adequate reason was given why these names are appropriate with regard to identifying the golf linkage.

 

Departmental Response

 

As indicated in the body of the report, there is a link to the golf theme for "Ramelton" and "Oban".  The applicant has agreed to change the third name to the name of a Golf Club in the United Kingdom, "Kelso".  The fourth name proposed by the applicant, that of "Hemford", was previously approved for use in this development and its adoption is consistent with the overall policy for naming streets.
