Solid Waste Strategic Funding

 

 

The Solid Waste Division’s total tax and rate 2007 Operating Budget Pressures is $2.9M.  These pressures can be funded by approving the following proposal:

 

Staff received direction by CSEDC to negotiate residential landfill capacity at the Lafleche Landfill in Moose Creek and bring forward the results and any budget pressures to the 2007 budget debate.  Staff have secured a 30,000 tonne residential landfill capacity at Moose Creek and is able to direct residential solid waste from Trail Road to this facility at a negotiated Tipping Fee of $42/tonne plus some additional hauling costs.  Staff propose directing this tonnage to Moose Creek and replacing an equivalent amount of tonnage with IC&I waste at the Trail Road Landfill facility, at the proposed $75/tonne gate rate, thereby generating $850,000 per year additional net revenue, to significantly offset budget pressures. 

 

The following table summarizes the total tax and rate portion of the solid waste budget pressures and presents the options for Council consideration to achieve a 0% tax increase on waste diversion and a 1.6% rate increase for residential and multi-residential solid waste collection and disposal services.  The funding scenarios will provide the full revenue required to support the 2007 budget pressure as follows:
