EXECUTIVE SUMMARY

 

The Social Housing Services Corporation (SHSC) is an independent corporation created by the province when social housing was devolved to the local level.  The mandate is to provide value-added housing-related services province-wide.

 

The SHSC is currently seeking nominations from local social housing service managers to serve on its Board of Directors for a thirty (30) month term and have requested that a maximum of two (2) nominations be put forward to fill available positions comprised of one staff member and one elected official.  The term would commence on 30 June 2007 and end 31 December 2009.

 

RÉSUMÉ

 

La Société des services de logement social (SSLS) est une société indépendante créée par la Province lorsque la responsabilité du logement social a été confiée aux administrations locales. Elle a pour mandat d'offrir à l'échelle provinciale des services à valeur ajoutée liés au logement.

 

La SSLS cherche actuellement à nommer, parmi les gestionnaires locaux du logement social, deux personnes pour siéger à son conseil d'administration et elle a demandé qu'au plus deux (2) nominations, l'une d'un membre du personnel et l'autre d'un représentant élu, soient proposées pour combler les postes vacants. Il s'agit d'un mandat de trente (30) mois, soit du 30 juin 2007 au 31 décembre 2009.

 

BACKGROUND

 

The Social Housing Services Corporation (SHSC) is an independent corporation created by the province through the Social Housing Reform Act (SHRA).  It plays an important role in supporting the delivery of services to both social housing service managers and housing providers throughout the province.  The SHSC is currently seeking nominations from local social housing service managers to serve on its Board of Directors for a thirty (30) month term and have requested that a maximum of two (2) nominations be put forward to fill available positions comprised of one staff member and one elected official.  The term would commence on 30 June 2007 and end 31 December 2009.

 

Certain aspects of SHSCs operating obligations are set out in the legislation, including the prescribed composition for the Board of Directors (S.143).  Representation is to include both service managers and housing providers with a range of related skills, and there are specific obligations about regional representation.

 

Councillor Diane Deans was previously nominated by Council in September 2004 to sit on the Board for a two-year term (January 2005 to December 31, 2006). She has completed her term and is willing to continue for a second term.

What’s the Social Housing Services Corporation?

 

The Social Housing Services Corporation (SHSC) is an independent corporation created by the province when social housing was devolved to the local level.  The mandate is to provide value-added housing-related services province-wide.

 

What is the SHSC Mission?

 

SHSC is a non-profit corporation led by social housing representatives who are committed to providing Ontario housing providers and service managers with bulk purchasing, insurance, investment and information services that add significant value to their operations.

 

Who runs SHSC?

 

A 15-member board governs SHSC with eight service managers, five housing providers and two provincial representatives.  Currently the service manager representatives on the board comprise a mix of elected officials and senior housing staff.

 

The former Minister of Municipal Affairs appointed the founding board in early 2002.

 

Call for Nominations

 

SHSC is currently calling for nominations for four (4) service manager representatives on their board of directors.  They have requested a maximum of 2 nominations from the City of Ottawa comprising of one elected official and one staff person. The term for the new board members will commence June 30, 2007 and end December 31, 2009.  It is suggested that only one nomination be put forward and that it is an elected official of the City.

 

Guiding Principles

 

The founding board of directors of SHSC set down five guiding principles for the corporation for all programs and services:

 

·        Partnering (non-duplication);

·        Innovation;

·        Self-sufficiency;

·        Cost-effectiveness; and

·        Value added.

What programs does SHSC offer?

 

SHSC has a mandate to provide four programs.  Within each, it offers a range of services:

 

·        Investing housing providers’ pooled capital reserve funds:  The investment program managed by a subsidiary corporation, SHSC Financial Incorporated, offers a portfolio of mutual funds specifically created to meet housing providers’ needs, along with an extensive capital planning and investing education program.

 

·        Group insurance for housing providers:  The insurance program offers a comprehensive package of coverage at competitive rates.  It can also source other coverage housing provides may need, such as builder’s risk.

 

·        Bulk purchasing:  The bulk purchasing program includes a natural gas purchasing program for local housing corporations, transferred from the provincial government.

 

·        Research and Best Practices:  Currently working with municipal housing organizations to develop a user-friendly, web-based performance measurement system that both service managers and housing providers can use to continuously improve performance.  Developed a Registered Consultants Directory of individuals and firms providing housing-related services for service managers and housing providers.

 

How is SHSC funded?

 

The province committed $1 million a year for SHSC’s first three (3) years (2002 through 2004).  Since 2005 SHSC has been self-supporting through the programs offered.  For example, the insurance program covers the costs of managing that program without being expected to subsidize the investment program.

 

What’s the service manager’s relationship with SHSC?

 

Under legislation, all service managers are members of SHSC.  As funders and administrators of social housing, and as local governments addressing affordable housing needs in the community, service managers have a stake in SHSC’s success.

 

While many SHSC programs are offered directly to housing providers, the service managers are informed about the services offered.  SHSC work collaboratively with service manager staff to flow information to providers and receive feedback.  Under legislation, some housing providers are required to participate in certain SHSC programs.  Service managers have a role in supporting compliance in this area.

 

How does SHSC hear from service managers?

 

The SHSC has been consulting service managers extensively since they were created in 2002.  The composition of SHSC’s board is made up of a majority of service managers; in addition, the SHSC has been conferring with service managers through a standing resource group, and less formally at meetings where SHSC has been invited to discuss issues.

What can SHSC do for service managers?

 

The SHSC supports service managers and housing providers in managing and administering housing as cost-effectively as possible.  For example currently SHSC is working with service managers and housing providers to design an energy management program.

 

Where does SHSC fit in with other municipal and housing organizations?

 

The SHSC board is committed to forming partnerships and has a “no duplication policy”.  The SHSC works in cooperation with other groups involved in municipal and housing issues.
