BACKGROUND
135 Woodfield Drive is located on the north side of Woodfield Drive, at the T-intersection of Woodfield Drive and Downsview Crescent within the Tanglewood Residential Community, north of the West Hunt Club Road, west of Merivale Road and east of Woodroffe Road.
The
subject site is a 3035.25-square metre parcel of land, legally described as
Part 1 on Plan 4R‑879, Conc. 1 R.F., Part Lot 29 A majority of this property is surrounded by
existing residential use; while there is a hydro corridor located directly to
the north, at the rear of the church property.
The proposed Zoning By-law amendment is a City initiated technical amendment to the Nepean Zoning By‑law to rezone the property from 'Institutional (I) Block 10 to Institutional (I). The purpose of this amendment is to have the subject lands zoned as - 'I - Institutional', to allow for the existing church usage and future church addition.
DISCUSSION
Official
Plan
The site is designated as 'General Urban Area' in the Official Plan. This designation allows for institutional use, such as a church. The proposed zoning is in conformity with these policies.
The Institutional (I) Block 10 zoning was used to allow for the existing east/west hydro corridor that directly abuts the rear property line of the existing church. The existing church was included in the Institutional (I) Block 10 zoning in error at the time of the preparation of the Comprehensive Zoning By-law by the former City of Nepean. However, at the time of enactment, the existing church was included in the current zoning in error.
The purpose of the proposed
Institutional (I) zoning is to reflect the existing church as a permitted
use. A Site Plan application for a
future church addition to the existing church has been submitted to the City,
and is currently under review.
Staff supports the Zoning By-law
amendment proposal based on the above-noted considerations and recommends
approval of the application.
CONSULTATION
Notice of this application was carried out in
accordance with the City's Public Notification and Consultation Policy. The Ward Councillor is aware of this application and
the staff recommendation. The City did
not receive any negative comments or opposition to this application.
FINANCIAL IMPLICATIONS
This application was processed by the "On Time
Decision Date" established for the processing of Zoning By-law amendment
applications.
