Que le Comité de l’urbanisme et de l’environnement recommande au Conseil d’approuver une modification au règlement de zonage de l’ancienne Ville de Nepean visant à faire passer la désignation de zonage du 4046, promenade Strandherd de « zone de croissance future » (FG) à « zone institutionnelle » (I), comme l’illustre le document 1.
BACKGROUND
4046 Strandherd Drive is located on the south side of old Strandherd Drive, south of the existing residential community of Fraservale (in Barrhaven), north of the Strandherd Drive realignment, west of Opal Lane and the existing Haven Baptist Church and east of Tartan Drive and the future site of Tartan Land Development's residential subdivision.
The subject site is a 670.3 square metre parcel
of land. This parcel of land is under
the same property ownership (Ontario Conference of the Seventh Day Adventist
Church) as the property to the north and east of this site.
This Zoning By-law amendment will permit the institutional use being proposed within the development.
The purpose of this Zoning By-law amendment is to have the subject parcel of land zoned from ‘FG (Future Growth), to – ‘I – Institutional’. The ‘I – Institutional zoning will be incorporated into the current ‘I – Institutional’ zoning of the church site. At the time of the former City of Nepean’s Zoning By‑law consolidation, the zoning of this parcel of land had remained unchanged.
DISCUSSION
Official
Plan
The site is designated as
'General Urban Area' in the Official Plan. This designation allows
institutional use. The proposed zoning
is in conformity with these policies.
This site is subject to the South Nepean Urban Area Secondary Plan - Areas 9 and 10 of the Official Plan, Volume 2A. This Secondary Plan designates this area as 'Residential' which allows for institutional uses, such as a church. The proposed institutional use fully complies with the Secondary Plan policies.
The
proposed Zoning By-law amendment is a City-initiated amendment to Nepean Zoning
By‑law 100-2000 from 'FG - Future Growth' to 'I - Institutional'. The FG (Future Growth) zone is placed on
lands to restrict development until such time as the lands are rezoned to
reflect the proposed development application. A Site Plan application
for associated lands has been submitted to the City and is currently under
review. The proposed Zoning By-law
amendment will permit the use being proposed.
Staff supports the Zoning By-law
amendment proposal based on the above-noted considerations and recommends
approval of the application.
CONSULTATION
Notice of this application was carried out in
accordance with the City's Public Notification and Consultation Policy. The Ward Councillor is aware of this application and
the staff recommendation. The City did
not receive any negative comments or opposition to this application.
FINANCIAL IMPLICATIONS
This application was processed by the "On Time
Decision Date" established for the processing of Zoning By-law amendment
applications.
