BACKGROUND

 

A Site Plan Approval has been issued for the construction of six (6) freehold townhouses on the west side of Douglas Avenue, north of Beechwood Avenue, in the Lindenlea community, within the City of Ottawa, on the site of two existing lots (Document 1).

 

The proposed private approaches do not meet Provision 11 of the Private Approach By-law 2003-447, which requires that the width not exceed 50% of the frontage.  A waiver to the Private Approach By-Law 2003-447 is a condition of Site Plan approval.

 

 

DISCUSSION

 

In 2006, the Committee of Adjustment granted approval for reduced lot widths for the four interior units of a six-unit freehold townhouse development to be constructed at 30-34 Douglas Avenue, Ottawa (to be assigned 32 A-F Douglas Avenue).  The applicant has requested waiver of the Private Approach By-law in order to construct driveways for each of the six units that are wider than 50% of the property frontage.

 

All six private approaches are proposed at width 3.2 metres (Document 2).  Minor variances were granted for reduced lot width of 4.6 metres for the four interior units.  The minimum width for a private approach, as provided for in the Private Approach By-law 2003-447, is 2.4 metres. Therefore, it is not possible to construct legal approaches in the four interior units.

 

Two end units have lot widths of 5.9 metres and 6 metres.  The private approaches to these units, at proposed width 3.2 metres, do not conform to the Private Approach By-law.

 

 

CONSULTATION

 

Staff in the Planning, Transit and the Environment Department have circulated and approved the design as a Site Plan Application, and support the waiver of the Private Approach By-law.  The Ward Councillor concurs with the proposed conditions of the approval.

 

Although Public Works and Services staff, Surface Operations Branch, do not object, it is noted that snow storage space is restricted when driveways are constructed wider than 50% of the frontage.  In certain cases, this approach eliminates the possibility to cast snow from the street with a snow blower.  In this case, where the street is scheduled for snow removal, the priority for the scheduled snow removal will have to be increased such that snow windrow must be removed along with, or immediately after, an arterial snow operation in lieu of waiting for a general urban residential snow removal operation.  The associated cost is approximately $5,000 per curb kilometre per winter. The construction of these approaches, as proposed, will have an approximate impact of $2,200 on the snow removal budget. 


FINANCIAL IMPLICATIONS

 

The operating impact of $2,200 for snow removal identified by Surface Operations staff will be brought forward as a 2008 Budget pressure.
