REPORT RECOMMENDATION
That the recommend Council approve an amendment to the former City of Nepean Zoning By-law to change the zoning of 123 Roydon Place and Part of 415 West Hunt Club from MM (Industrial Manufacturing) to MM Block XX and MM Block XY (Industrial Manufacturing exceptions), respectively, as shown in Document 1 and as detailed in Document 2.

des zones d’industries manufacturières) respectivement, comme l’illustre le
document 1 et le précise le document 2.
BACKGROUND
The subject properties are located on the north side of West Hunt Club Road, east of Merivale Road, as shown in Document 1. They are separated by Roydon Place, a public street. The applicant, COSTCO Warehouse, owns both sites. It has a regional office on the south part of 415 West Hunt Club Road, which measures approximately 2.8 hectares, and a warehouse on the north part. The regional office and warehouse sites have been severed. The applicant plans to expand its regional office, and this will require additional parking, which cannot fit on the same site. The applicant intends to provide the additional parking spaces at 123 Roydon Place, the adjacent vacant lot. However, the former City of Nepean Zoning By-law requires that all parking spaces required for any use permitted in the By-law be provided on the same lot on which the use is located. Also, a stand-alone parking lot is not a permitted use in the current MM zoning of 123 Roydon Place. Therefore, the applicant proposes a Zoning By-law amendment to permit additional parking off site for the regional office, and to permit the use of 123 Roydon Place as “a parking lot in association with the office use at 415 West Hunt Club”.
The proposed office expansion will raise the lot coverage for the office site to 35.6 per cent, which exceeds the current permitted maximum lot coverage of 35 per cent for the MM zone. The increase amounts to 22 square metres of office space. The applicant needs this space and proposes an amendment to the Zoning By-law to permit the increased maximum lot coverage of 35.6 per cent.
DISCUSSION
The subject lands are located within General Urban Area designation of the Official Plan. Staff recommends approval of the proposed Zoning By-law amendment because it is consistent with the policies of the Official Plan. The proposed off site parking is conveniently located to serve the office use in terms of walking distance to the office building. The majority of parking spaces and all accessible parking spaces will be provided on site. The proposed office expansion and development of the off site parking lot will require site plan approval, with agreements registered on both parcels. The proposed increased lot coverage is minor and supports intensification, a key Official Plan strategy for managing growth within the Urban Area.
CONSULTATION
Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy. The Ward Councillor is aware of this application and the staff recommendation. The City did not receive any negative comments or opposition to this application.

This application was processed by the "On Time
Decision Date" established for the processing of Zoning By-law amendment
applications.

That the zoning of part of 415 West Hunt Club be changed from MM to MM Block XX with the following provision:
Notwithstanding Section 5:20:1, i), to the contrary, the following is permitted:
- The required parking for the business office may be located off site at 123 Roydon Place, northeast corner of West Hunt Club Road and Roydon Place.
Notwithstanding Section 8.7.2, to the contrary, the maximum Lot Coverage is 35.6 per cent.
That the zoning of 123 Roydon Place be changed from MM to MM Block XY with the following provision:
