BACKGROUND

 

The City of Ottawa produced its first corporate annual report for 2004 based on interim and annual reporting recommendations made in the Council-adopted Accountability Strategy. The Strategy recommended that the City of Ottawa “produce a professional annual report to document financial and other results in a manner that renders accountability to Council and taxpayers.” 

 

The title of the 2004 City of Ottawa Annual Report was “Delivering a Better Ottawa” and the theme was ‘demonstrating progress on 20/20’. The City’s achievements were organized under the 20/20 principles.

 

The 2005 annual report theme was ‘accountability’ and the report was titled “Making it Clear” with the sub-title “Improving Ottawa: A Clear Indication of How We Are Delivering Value.” A number of significant improvements were made over the 2004 version of the annual report:

 

§         Accomplishments were reported under the 11 agendas and goals of the City Corporate Plan to illustrate progress made in achieving the commitments made to citizens;

§         Quantitative performance measures were reported for most of the goals, many with historic comparisons, in order to show progress on the outcomes described by the goals; and

§         Explanations of performance results were provided to provide insight into their impact. 

 

 

DISCUSSION

 

Accountability is key to good governance.  It involves monitoring and reporting performance, and taking responsibility for the results achieved.  The City of Ottawa Annual Report consolidates this reporting and is one of the vehicles through which the City reports back to the public on the outcomes of the City's programs and services.

 

The 2006 report is entitled “Planning. Performance. Progress.” The theme of the Report reflects the City’s commitment to deliver services residents want and demonstrate results in an accountable, transparent way. Achievements and progress are reported against the 11 agendas and goals of the City Corporate Plan.

 

Performance reporting is significantly augmented in the 2006 report, reflecting the City’s focus on accountability. The number of performance measures reported almost doubled in 2006, giving a more complete picture of the City’s performance across all of its business lines. Of the 97 measures reported in 2006, 40% of them are outcome-based measures that capture the impact of the City’s actions in delivering programs and services to the public.

 

The measures provide an objective view of performance; there are measures that indicate where we are doing well and others that highlight the need for improvement. Many of the performance measures also show trends over time or performance in relation to a target.  In combination with the explanations provided, these measures are intended to give readers a context for evaluating performance.

 

As the City moves forward in strengthening the links between its performance measurement framework, Council priority setting, long-range financial planning and other initiatives, each annual report will increasingly demonstrate the progress the City is making in enhancing accountability to citizens. 

 

The Annual Report includes the 2006 City of Ottawa Consolidated Financial Statements, with the Ernst and Young audit report, which were presented separately to Corporate Services and Economic Development Committee on June 19, 2007. They were presented to Council on June 27, 2007. (ACS2007-CMR-FIN-0013)  

 

CONSULTATION

 

The Annual Report is a tool for communicating the City’s accomplishments and financial results to citizens and Council.  There were no specific public consultations done in the production of the report.

There are no financial implications.
