BACKGROUND

 

The subject land is described as Lots 8, 9, 10, 11, 12 and 13 on Plan 4M-1312 and is known as 367, 365, 363, 361, 359 and 357 Selene Way. The lands form part of Stage 9 in the Avalon South Community in Orléans.

 

This part of the subdivision is bound to the north by the Blackburn Hamlet Bypass Extension, to the west by row dwellings, to the east by lots for single detached dwellings and to the south by singles and row dwellings.

 

Purpose of Zoning Amendment

 

The requested Zoning By-law amendment proposal will correct the zoning on the subject lands which was previously zoned in November, 2005.  This Zoning By-law amendment was intended to zone the lands for single detached dwellings in accordance with the draft approved plan of subdivision which now has been registered as Plan 4M-1312.  The amendment would have the effect of rezoning the six lots identified above from R3D-X11 to R1H-X3 to permit the construction of single detached dwellings.

 

Existing Zoning

 

The subject lands are currently zoned R3D-X11 - Residential Row Dwellings - Exception Eleven which permits the construction of row dwellings with a reduced lot area and front yard setback.

 

Proposed Zoning

 

The applicant is proposing to rezone the lots to an R1H-X3 - Residential Singles - Wide Lots - Exception Three which permits singles detached dwellings with reduced lot area, front yard, side yard and a slight increase in lot coverage.

 

 

DISCUSSION

 

Official Plan 

 

The Official Plan designates these lands "General Urban Area" which permits a full range of types and densities of housing to meet the needs of all ages, incomes and life circumstances, including low, medium and high density housing and seniors' apartments, in combination with well located employment, shopping, service, cultural, leisure, park, natural areas and institutional uses to facilitate the development of complete and sustainable communities.

 

Details of Proposed Zoning

 

The subject lots were incorrectly zoned R3D-X11 by By-law 2005-473 which was passed in November 2005.  The intent of the previous amendment was to zone these lots R1H-X3 to permit the development of single detached dwellings in accordance with the draft approved plan of subdivision which has since been registered as Plan 4M-1312.  This amendment will result in the adjustment of the schedule boundary to include the six above-noted lots in the existing R1H-X3 zone.


CONSULTATION

 

Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy.  The Ward Councillor is aware of this application and the staff recommendation.  The City did not receive any negative comments or opposition to this application.
