SECTION 1   PROJECT OBJECTIVE (S) / ANTICIPATED RESULTS

Describe key project objective(s): 

 

 

 

The overall goal of this project is to increase the capacity of Withdrawal Management Services available to the residents of Ottawa by increasing WMS residential capacity, by enhancing current services and establishing Community Withdrawal Management services for specific client groups.

 

N.B.  Service Levels:

 

Level I – Client needs can be addressed by staff that are not medically trained. Medical consultation is on an as needed basis.

 

Level II - Client needs can be addressed by staff that are not medically trained. Regular medical consultation occurs.

 

Level III – Client require monitoring by medically trained staff. This would include medically-assisted withdrawal in both residential and community level withdrawal management services.

 

 

 

 

SECTION 2 – PROJECT SCOPE

-To Increase the number of residential Withdrawal Management beds in Ottawa by 20 beds

(The provincial average for residential withdrawal management beds is 5 beds/100,000 residents. Based on  an Ottawa population of 850,000, the number of  residential WMS beds should be 40 beds. In Ottawa, the number of  available beds has not increased since the inception of the Ottawa Detox in 1963. In fact, the number of beds has been reduced.)

 

-To establish a comprehensive Community Withdrawal Management Service, targeting primarily women, seniors and youth

(The LHIN document “ Toward Transformation in Health, Creating an Integrated Health Service Plan in the Champlain Region” we find that “ Supporting people with chronic mental health and addiction conditions at home remains a major challenge”.

This was one of the recommendations found in the December 4, 2006 Morrow Report on  Withdrawal Management Services in the Champlain District “The Gateway to Ongoing Treatment”.)

 

-To establish a Level lll medical detox facility that is fully accessible to the community

(Input to the Morrow Report indicated that access to the Royal Ottawa Mental Health Centre Acute Care Unit Level 3 Withdrawal Management Service should serve all clients within the substance abuse treatment system, which is not currently the case.  As well, additional Level 3 WMS services will be required to meet the needs of the community.)

 

 

 

 

-To establish sustained case management services for clients, from first point of contact through the various services in the addictions treatment system until successful completion of treatment, including after care services (Although existing addictions treatment agencies all offer some form of case management, there are still too many gaps in the continuum of care where clients are lost(drop out). There is a need for strong advocates for clients, who can ease their transition both within and outside of the treatment continuum.)

 

-To change the mandate of Billy Buffett’s House of Welcome to provide stabilization beds for men for a period of 4 to 6 weeks

(This is one of the recommendations in the Morrow Report, which would provide a missing link in the continuum of care)

 

 

 

 

 

 

 

 

 

 

SECTION 3 PROJECT ASSUMPTIONS

Identify project assumptions: 

 

The existing residential withdrawal management services will be substantially enhanced with the current strategy of Hôpital Montfort, which includes:

-          relocation to a new facility west of the downtown core, designed  to suit client needs, with additional beds and separate quarters for women

-          obtaining a Level ll facility designation

-          creating partnerships with addictions treatment services

-          increasing the focus on treatment

 


 

SECTION 5 PROJECT INTEGRATION – Associated Projects

 

-          Some of the objectives listed above are part of a number of Recommendations made to the MOHLTC by James N. Docherty and Associates in December ’06. These recommendations included all of the Champlain LHIN and included both a relocation of the Cornwall residential Withdrawal management Service and the establishment of a Community Withdrawal  Management Service for the 5 Eastern counties. As well, the Report recommended that funding be provided to establish a Community Withdrawal Management Service within Renfrew County and that some beds at Mackay manor be converted to stabilization beds.
