EXECUTIVE SUMMARY

 

In 2006, the City of Ottawa submitted a proposal for consideration to the federal 2008 Cultural Capital of Canada award program.  The application required a Council motion authorizing the application and a commitment of a specific amount of municipal funds.  The City of Ottawa committed $666,000 towards the 2008 Federal application from capital items within the Branch’s capital program.

 

On June 25, the City was notified that it was not successful with its bid and the Cultural Services and Community Funding Branch is requesting that the $666,000 contribution be allocated back to the original capital project scope and towards four new cultural projects.

En 2006, la Ville d’Ottawa a présenté une proposition dans le cadre du programme fédéral de primes d’encouragement de 2008 de Capitales culturelles du Canada. La demande avait nécessité une motion du Conseil autorisant la démarche ainsi qu’un engagement pour une somme précise de fonds municipaux. La Ville d’Ottawa s’était engagée, dans le cadre de cette demande de 2008, pour une somme de 666 000 $, grâce à des biens immobilisés du programme d’immobilisations de la Direction.

 

Le 25 juin, la Ville était avisée du rejet de sa demande, et la Direction des services culturels et du financement communautaire demande que la contribution de 666 000 $ soit à nouveau affectée au contenu du projet original d’immobilisations ainsi qu’à quatre nouveaux projets culturels.

 

 

BACKGROUND

 

In 2002, the Department of Canadian Heritage introduced the Cultural Capitals of Canada national award program. On an annual basis several municipalities are recognized and awarded funds for their commitment and promotion of culture in their community.

 

Selected municipalities are provided with contributory funding in two project categories “celebratory” and “legacy-building” activities.  The funds allow municipalities to develop a year  long program of activities that highlight culture as well as integrate arts, culture and heritage into community planning.

 

In 2006, the City of Ottawa submitted a proposal for consideration for the 2008 Federal award program that required a Council motion authorizing the application and a commitment of a specific amount of municipal funds.  The City of Ottawa committed $666,000 towards the 2008 application from capital items within the Branch’s capital program.

 

A Federal announcement of the 2008 recipients was received on June 25, 2007 is anticipated this summer.indicating that the City’s bid was not successful.  In the event that the City is not successful, the Cultural Services and Community Funding Branch is requesting that the $666,000 contribution be allocated back to the original capital project scope and towards four new cultural projects.

 

 

 

Allocation

 

The $666,000 can be allocated to projects that fit under the original project scope for the Cultural Capital of Canada Awards Application.  These include:

 

·        Corporate Art Acquisition – focus on aboriginal works

·        Community Arts Program – artist in residencies

·        Commemorations Plan/Policy development

·        Cultural Marketing – multi-channel cultural marketing campaign

·        Ottawa Plus – festivals, fairs & events – celebratory fund for new or expanded programming

·        Public Art Policy/Plan

·        Arts & Heritage Plan – 5 yr. report card and 5 yr. action plan

·        2008 International Centre of Expertise for Culture and Communities Conference – host responsibilities, opening receptions, web casting, showcase of local talent and cultural venues.

·        History Symposium & Fair – heritage celebratory events

·        Heritage Projects Virtual Gateway – project funding for new content development.

·        MINT – next phase implementation of MINISIS

·        Signage – building

 

Outlined in Document One is a proposed spending plan for various cultural projects.

 

 

CONSULTATION

 

There has been no public consultation regarding this item, as this is an internal process.

 

 

DISPOSITION

 

Upon approval of this report, the Community and Protective Services Department, Cultural Services and Community Funding Branch will commence with implementation of the projects as outlined in the report.

 

 

FINANCIAL IMPLICATIONS

 

There is no financial implication with the approval of the recommendation.

Prepare data-entry standards and design user guide for City and Community Museums using the Collections Management Software; submit Cumberland Museum accessions from 1983-1997; catalogue the holdings in the vault of the Central Archives.
