That Council:
1. Declare the land
shown as Parcels 1, 2, 3, 4 and 5 on Annex “A” attached, containing
approximately 16715.2 m2 (4.13 acres), described as part of First
Line Road being part of the road allowance between Lots 30 and 31, Concession
9, geographic Township of Goulbourn, in the City of Ottawa, subject to the road
being stopped up and closed by by-law, as surplus to the City’s needs; and
2. Approve the sale of
the land identified as Parcel 1 in Recommendation 1, containing an area of
approximately 1166.1 m2 (0.288 acres), subject to any easements that
may be required, to Stephen Armstrong and Shelaugh Armstrong, for the amount of
$21,600 plus GST, pursuant to an Agreement of Purchase and Sale that has been
received.

LANDS Development Project - |
Committee Recommendations as amended
That Council:
1. Proceed with the development of the Longfields
Subdivision lands on a phased basis, as described in this report, subject to
registration of a plan of subdivision and on condition that a development
agreement is executed prior to transfer of the lands from the City, and staff
be directed to:
a) Undertake the necessary
studies and design work required for registration of the plan of subdivision
and subdivision agreement;
b) Prepare Request for
Proposals (RFP’s) in 2007, as described in this report, for:
i) The sale of the
Neighbourhood # 1 1ands (Beatrice to Woodroffe area) (Phase 1A) on a serviced
lot/block basis with the City establishing the sales price and
urban/architectural design guidelines/criteria for selecting the best proposal
for a high standard of community design; and
ii) The sale of the
Neighbourhood # 3 lands (Highbury Park
Drive area), (Phase 1B) on an unserviced lands basis with the City establishing
the sales price and environmental guidelines/criteria for selecting the best
proposal for a demonstration “green community”; and
c) Report back to the Corporate Services and Economic
Development Committee and Council with respect to the above RFP
processes set out in this report prior to initiating the call(s) for proposals;
2. Proceed with the
establishment of a Community Lands Development Corporation (holding company)
for the Longfields Subdivision and Centrepointe Town Centre projects, as
described in this report, by:
a) Approving this report and
the “Corporate Purposes” and the
“Corporate Structure and Organizational Direction” set out in Documents 3 &
4 attached hereto as the Business Case Study for establishing the Community
Lands Development Corporation; and
b) Authorizing staff to
proceed with the incorporation of the Community Lands Development Corporation for the Longfields Subdivision and
Centrepointe Town Centre projects in accordance with the Business Case Study
set out above and also in accordance with the provisions of the Municipal Act,
2001, as amended, and the Business Corporations Act and;
3. Direct staff to
report back to CSEDC and Council with recommendations pertaining to the
transfer of surplus lands from the City to the Community Lands Development
Corporation.

rehabilitation grant application - |

1. Approve the
Brownfields Rehabilitation Grant Application submitted by South Beechwood
Development Corporation, owner of the property at 100 Landry Street, for a
Brownfields Rehabilitation Grant not to exceed $1,231,625, payable to South
Beechwood Development Corporation over a maximum of ten (10) years, subject to
the establishment of, and in accordance with, the terms and conditions of the
Brownfields Rehabilitation Grant Agreement;
2. Direct staff to enter
into a Brownfields Rehabilitation Grant Agreement with South Beechwood
Development Corporation establishing the terms and conditions governing the
payment of the Brownfields Rehabilitation Grant, for, and redevelopment of, 100
Landry Street, satisfactory to the Deputy City Manager, Planning, Transit and
the Environment, the City Solicitor and the City Treasurer; and
3. Resolve to exempt the
proposed redevelopment at 100 Landry Street by South Beechwood Development
Corporation from paying future development charges up to a maximum of
$2,555,000, under Section 7(t) of the Development Charges By-law 298-2004, and
under the Guideline for the Development Charge Reduction Program due to Site
Contamination, approved by Council March 28, 2007.

SEPARATED ORGANICS (SSO) PROGRAM IMPLEMENTATION |

a) The city-wide
implementation of a Source Separated Organics (SSO) program to commence 1 March

b) The transfer in 2007
of one-time capital funds of $7.013 million from the Solid Waste Compensation

RIGHT-OF-WAY LIGHTING POLICY |

The City-wide Right-of-Way Lighting Policy as outlined
in Document 3, as amended:
That Section 4.12 of Document 3 be
replaced by the following:
Portions of the Beaverbrook
neighbourhood and the Chimo area of the Katimavik neighbourhood in the former
City of Kanata have "globe" style lawn lamps that were installed
along residential streets at the time the neighbourhoods were originally
developed. The two areas subject to
this Policy subsection are illustrated in D.3 Existing Lawn Lamps in Appendix D Map Schedules. The lawn
lamps in Beaverbrook are primarily located on private property, are owned by
the homeowner but have been maintained by the City. In the Chimo portion of Katimavik the lawn lamps are located on
the public street right-of-way and are owned and maintained by the City. In addition to the lawn lamps, there is
existing "marker" streetlights located at some street intersections
in both neighbourhoods.
Beaverbrook:
The lighting approach in Beaverbrook is
to keep in place existing intersection marker lighting and to upgrade all unlit
streets to “marker” lighting standard.
Marker lights will be installed at unlit street intersections and sharp
bends in roads. Such upgrades will
occur incrementally as Council approves required budgets. The new marker lights
are to be selected from Appendix B.
Approved Lighting Equipment:
When unlit streets are upgraded to the
marker lighting standard, written notice will be given by the City to each
affected homeowner that lawn lamps on private property will no longer be
maintained / replaced by the City. Such
maintenance / replacement will be the responsibility of the homeowner as
of the date the written notice is given.
Electric power to the individual lawn lamps will continue to be paid for
by the homeowner.
Chimo Area of Katimavik:
The lighting approach for the Chimo area
of the Katimavik neighbourhood is to replace the existing lawn lamps with “full
continuous” street lighting. The
lighting equipment is to be selected from B.1, “Special Areas” lighting or from B.2 “All Other Areas” lighting in Appendix B, Approved Lighting Equipment. Consultation
with residents directly affected by the lawn lamp replacement will be
undertaken prior to lighting equipment selection. Such upgrades will occur incrementally at the time the existing
lawn lamps reach the end of their life cycle as determined by the Director of
Traffic and Parking Operations and as Council approves required budgets. When
the lawn lamps are replaced with street lighting equipment, the lighting levels
will be upgraded to meet the requirements of Table 2.1 Required Average Roadway Lighting Levels (i.e. to one half of the ANSI/IESNA recommended light
levels).
2. WHEREAS the lighting fixtures
proposed to replace city-owned lawn lights in Katimavik are very different in
appearance from existing lighting on most streets;
AND WHEREAS one of the goals of the
harmonization of policies in the City of Ottawa has been to preserve the
distinct character of our different neighbourhoods whenever possible;
THEREFORE BE IT RESOLVED THAT fixtures
used to replace city-owned lawn light systems be those with some similarity to
the fixtures being replaced, even it means using fixtures recommended for
special areas.
4. TRAIL WASTE FACILITY UPDATE |

Council:
1.
Approve an increase of 7.5 FTE to the 2007 Solid Waste
FTE complement at the cost of $120,000 in the 2007 Operating Budget for the
hiring of required staff to handle the increased waste tonnages and operate the
new equipment at Trail Road; and
2.
Approve the application of $1.8 M in the increased
tipping fees revenues from the additional tonnage accepted at Trail Road and
apply the $1.2 M in savings from residential tonnage not delivered to the Carp
Landfill, to offset the capital and operating costs outlined in this report;
and
3.
Approve the purchase of spray on cover system equipment
from the existing 2007 Approved Capital Budget authority in the amount of
approximately $85,000; and
4.
Approve additional 2007 Capital Budget authority and
the transfer of $2,865,000 from the Solid Waste Reserve to Capital Account
904306 Solid Waste Fleet for the purchase of the required equipment as a result
of the identified increase in tonnages at the Trail Waste Facility.
5. 160-170 CAMBRIDGE STREET NORTH |

Cambridge Street North be graded, sodded or seeded, and bollarded to prevent an
illegal parking lot from encroaching upon this residential community.

the construction,
operation and maintenance of a pumping station, metering chamber, transmission
main and related works;

the installation of
a watermain by the Township of Russell within the City Of Ottawa right of way;

the supply of water
to the Township of Russell.
2. The Agreement to be in a form satisfactory to the City Solicitor and the Deputy City Manager of Public Works and Services.
3. That staff seek the opinion of the
Auditor General to confirm full cost recovery as defined under the Environmental
Water and Sewage Systems Act, and report back prior to the execution of the
License of Occupation and Water Supply Agreement.

2. Direct staff to prepare the Environmental Study Report for
the Eagleson Road/ Fernbank Road Environmental Assessment and post it for the
30-day public review period, in accordance with the Ontario Environmental
Assessment Act.
3. Direct staff to expand the Eagleson Road (Cadence Gate to
Hope Side Road) project (901121) in the Capital Budget Forecast 2008-2016 to
include works to Flewellyn Road.
4. Direct staff to introduce a new project for Fernbank Road
