Committee Recommendations AS AMENDED
That Council approve:
1. That staff be given direction to pursue
the acquisition of 3071 Riverside Drive and 2720 Richmond Road from the
Ottawa-Carleton District School Board within the parameters established by
Committee and Council;
2. That staff be directed to return with
an appropriate redevelopment plan for these two properties in 2008, should
the acquisitions be finalized; and
3. That
staff be directed to provide a funding recommendation to Council at its next
meeting.

l’acquisition.
BACKGROUND
On 27 June 2007 Real Estate Services Division (RESD) received notice from the Ottawa-Carleton District School Board (OCDSB) that 3071 Riverside Drive (Bayview School) and 2720 Richmond Road (Grant School) were surplus to the Board’s needs and were being circulated to the City under Regulation 445/06 of the Education Act. The properties were offered, in accordance with the Regulation, to the “priority purchasers” which includes the City, which requires a response within 90 days.
It should also be noted that on 29 August 2007, Council approved the “Policy for Surplus Schools” under report number ACS2007-PTE-POL-0033. As part of the approval for this Policy, staff was directed to establish criteria for the evaluation of surplus school sites and to develop a funding strategy and to report back to Council at a later date. This Policy could potentially provide a mechanism and funding strategy to allow the City to acquire surplus school sites as they become available depending on their priority after evaluation and will be submitted to Council in 2008.
The OCDSB has afforded the City this limited opportunity to submit an offer to purchase the Bayview and Grant Schools now as a priority purchaser. Therefore, the City needs to act now on this opportunity in advance of the above report; otherwise the properties will be placed for sale on the open market.
DISCUSSION
Below is general information on each of the properties:
The site is located on the east side of Riverside Drive, to the north of Walkley Road and south of Mooney’s Bay Place, in the Mooney’s Bay/Riverside Park neighbourhood as outlined on Annex “A”.
The site area is approximately 10 acres and is improved with an older two-storey brick school. The total building area is estimated at approximately 30,785 sq. ft.
The current zoning is I1 – Minor Institutional Zone and R2A – Semi-detached house Zone while the proposed Comprehensive By-law is I1A – Minor Institutional Zone and R2F – Residential Second Density Zone.
The site is located on the south side of Richmond Road as well as the west side of Rob Roy Avenue within the Queensway Terrace North Community as outlined on Annex “B”.
The site area is approximately 5 acres and is improved with a three-storey brick school with a one-storey addition on the south side of the building. There is also a detached one-storey building located in the rear yard. Part of the building has been designated as heritage. The total combined building area is approximately 30,516 sq. ft.
The current zoning is I1 – Minor Institutional Zone while the proposed Comprehensive By-law is I1A – Minor Institutional Zone
It should be noted that staff has not completed detailed reports related to the condition of the improvements due to the tight timelines of moving this opportunity forward.
Should Council decide to acquire
these properties staff will report back in 2008 with a business case outlining
how each property can be optimized and the financial implications are outlined
in the In-camera report.
ENVIRONMENTAL IMPLICATIONS
The offer to OCDSB will be subject to the City satisfying its due diligence investigations including environmental investigations.
CONSULTATION
In accordance with normal procedure, upon receipt of notice of the surplus schools RESD circulated the information regarding these properties to various City Departments and the Ward Councillors for consideration.
FINANCIAL IMPLICATIONS

property acquisition will be provided separately by way of an In-camera
report.
