That Council:
1.
Approve, due to the unique circumstances and location
of the site, a one-time only exception to the Green Partnership Pilot Program
to allow funding to build a well, providing that all Terms and Conditions of
the Green Partnership Program are satisfied;
2.
In advance of receiving further GPPP grant monies,
require the JCOCG committee to collect funds for the purpose of paying to
decommission the well should the garden ever be closed;
3.
Require the well be properly tested for water quality and that
access to the water supply be controlled.

En raison de circonstances particulières et de l’emplacement du site, approuve une exception unique aux modalités du Programme pilote de partenariat écologique pour permettre le financement nécessaire au forage d’un puits, dans la mesure toutefois où toutes les autres modalités du Programme pilote de partenariat écologique auront été respectées;
2. En attendant de recevoir toute autre
subvention du Programme pilote de partenariat écologique, requiert au comité du
JCOCG recueillera les fonds nécessaires pour assurer la désaffectation du puits
dans l’éventualité où le jardin cesserait d’être exploité;
3. Requiert que la qualité de l’eau du
puits sera vérifiée en bonne et due forme, et que l’accès au puits sera
réglementé.

BACKGROUND
Councillor Monette presented the following notice motion at November 13, 2007 meeting of the Planning and Environment Committee. The motion was carried at the subsequent Committee meeting on November 27, 2007.
WHEREAS
the Jardin Communautaire D’Orléans Community Garden (JCOCG) officially opened
on May 25th, 2007 with contributions from the community and the hard
work of many volunteers;
AND
WHEREAS the JCOCG received approval for a grant from the Green Partnership
Pilot Program (GPPP) for $8333.00;
AND
WHEREAS part of the initial grant was allocated for a sustainable water supply
to the site;
AND
WHEREAS the water source from the Grace Presbyterian Church was deemed
unfeasible once the snow had melted and proper study could be made of the site.
The first plan was unworkable due to unforeseen grading issues and the distance
from garden site,;
AND
WHEREAS the site is surrounded on all side by 10th line road and St.
Joseph and the escapement from the south side with no city water infrastructure
under or in close proximity to the site;
AND
WHEREAS the Council approved Green Partnership Pilot Program’s Terms and
Conditions exclude funding for capital costs such as assets and equipment,
which would include a well;
AND
WHEREAS the only option for the continued viability and sustainability of the
community garden is a well;
THEREFORE
BE IT BE RESOLVED that due to the unique circumstances and location of the
site, that a one-time only exception to the Green Partnership Pilot Program be
approved to allow funding to build a well, providing that all Terms and
Conditions of the Green Partnership Program are satisfied;
BE IT
FURTHER RESOLVED that, in advance receiving further GPPP grant monies, the
JCOCG committee collect funds for the purpose of paying to decommission the
well should the garden ever be closed;
AND BE IT FURTHER RESOLVED that the well be properly tested for water quality and that access to the water supply be controlled.
CONSULTATION
This item was advertised as part of the Public Meeting Advertisement in the daily newspapers on the Friday preceding the Planning and Environment Committee meeting of November 27, 2007. Councillor Monette consulted with appropriate staff in the drafting of the motion.
FINANCIAL IMPLICATIONS
The grant would be allocated within remaining funds dedicated for the Green Pilot Programme.
DISPOSITION
Surface Operations, Public Works and Services will follow
up with the grant applicant and keep Councillor Monette informed.
