REPORT RECOMMENDATION

 

That the Local Architectural Conservation Advisory Committee recommend that Planning and Environment Committee recommend to Council that heritage plaques be installed in 2008 on five designated heritage buildings and in two heritage conservation districts as listed in Document 1.

Que le Comité consultatif sur la conservation de l'architecture locale recommande au Comité de l'urbanisme et de l'environnement de recommander au Conseil municipal qu en 2008 des plaques du patrimoine soient installées sur cinq édifices historiques désignés et dans deux districts de conservation du patrimoine, comme l'indique le document 1.

 

BACKGROUND

 

The Heritage Plaque Program is carried out in accordance with Section 2.5.5, 15 of the Official Plan, passed by City Council in May 2003, which contains policies regarding heritage plaques:

 

"... the City will support its objective to conserve heritage resources and to promote the stewardship of those resources by:

 

b.         Commemorating cultural heritage resources with heritage plaques, awards and other forms of interpretation;"

 

A presentation of framed letters will be made to the owners of individually-designated heritage properties receiving heritage designation plaques and to community or business associations in the case of the two heritage conservation districts at the annual Heritage Day Awards and Recognition Ceremony on February 18, 2008. This is in accordance with past practice since 1982 in former Ottawa and every year since amalgamation. The plaques will be produced and installed in 2008.

 

ANALYSIS

 

The commemoration of five designated heritage buildings and two heritage conservation districts designated under the Ontario Heritage Act will fulfill the policies of the Official Plan described above.

 

CONSULTATION

 

In 2003, staff wrote to each owner of property designated under Part IV of the Ontario Heritage Act within the city in order to identify which property owners wanted a plaque. A list of these owners was compiled and put in order to determine which designated properties would receive plaques in future years. Owners of properties that have been subsequently designated by City Council have been included on the list.

 

The owners of the properties listed in Document 1 were contacted by letter or approached by the City individually and have confirmed they would like to receive a plaque in 2008. The New Edinburgh Community Association and Sparks Street Mall Board of Management have agreed to the installation of heritage conservation district plaques in their respective districts.

 

FINANCIAL IMPLICATIONS

 

The total cost for five individual heritage plaques and four heritage conservation district plaques (two per district) is approximately $17,000 and will be funded within the Operating Budget of the Planning, Transit and the Environment Department, Planning Branch.
