That the Planning and Environment Committee recommend Council approve an amendment to the former City of Ottawa Zoning By-law to change the zoning of 3100 Conroy Road from IP F(1.0), Industrial Business Park Zoning to IG [685] F(1.0), General Industrial Zoning, as shown in Document 1.

BACKGROUND

 

The site is approximately 5.5 hectares and has been used by the City as a snow disposal facility and a water tower since the early 1990s.  Major site features include a snow disposal area and a settlement pond.


The eastern and northern parts of the site are vacant grassy-wooded areas. Vehicular access to the site is by a short asphalt lane from Conroy Road directly opposite to the signalized intersection of Thurston Drive and Conroy Road.

 

The site contains a portable building, measuring 2.5 metres by 7.5 metres, which is used for general operations of the facility. Surrounding land uses are industrial and residential to the north, industrial to the east, across Conroy Road, railway corridor to the south, and vacant lands to the west.    

 

Purpose of Zoning Amendment

 

The purpose of this application is to rezone the property to accommodate a municipal storage yard.  The primary use of this yard is for the storage of maintenance equipment for used for City parks and winter road maintenance.  In addition there will be storage buildings and an office building accessory to the storage yard operation.

 

Existing Zoning

 

The current zone designation is IP F(1.0), Industrial Business Park Zone.  The purpose of this zone is to permit light industrial and research uses, as well as high-technology manufacturing uses.  Manufacturing uses that generate fumes and odours are not permitted in this zone designation.  This zone category is primarily reserved for planned subdivision for Business Park uses.

 

Proposed Zoning

 

The applicant proposes to rezone the easterly portion of the multi-zoned property to IG [685] F(1.0), General Industrial Zone, to accommodate the relocation of a municipal storage yard at this location.  In addition, this will result in a uniform zone designation over the entire City-owned lands.

 

DISCUSSION

 

Official Plan

 

The Official Plan designates this site as Employment Area.  Within Employment Areas the primary land uses are to include warehousing and distribution, manufacturing, storage, office and institutional research uses.

 

Details of Proposed Zoning

 

The proposed development has been reviewed for compliance with the general intent of the Official Plan and its policies.  The Zoning By-law amendment is considered to be appropriate in that it will impose one consistent set of performance standards enabling a more orderly development of the site in addition to allowing a municipal storage yard. 

 

Compatibility

 

This site is situated between a hydro corridor to the north, a snow disposal facility to the west and a railway line to the south.  The Ottawa Business Park is located on the east and is separated by Conroy Road which is an arterial road.  As a result, there are no anticipated negative impacts or land use conflicts resulting from the establishment of a municipal yard.

Traffic

 

This site is opposite the signalized intersection of Thurston Drive and Conroy Road.  The storage yard will utilize the existing alignment of the snow disposal facility’s access which is directly opposite Thurston Drive.  As such, there will are no access concerns to and from the site where the majority of the traffic occurs outside peak periods.

 

ENVIRONMENTAL IMPLICATIONS

 

A Phase 1 Environmental Site Assessment was prepared for this site where a number of current activities, including the snow disposal facility and the proximity to a railway line were considered.  A Phase 2 investigation will be required to be prepared in support of the Site Plan Control application.

 

CONSULTATION

 

Notice of this application was carried out in accordance with the City's Public Notification and Consultation Policy.  The Ward Councillor is aware of this application and the staff recommendation.  The City did receive negative comments relating to this application. These are discussed in Document 2.

 

FINANCIAL IMPLICATIONS

APPLICATION PROCESS TIMELINE STATUS

 

The application was not processed by the "On Time Decision Date" established for the processing of Zoning By-law amendments in order to allow for comments to be received resulting from an information meeting regarding this rezoning.  The information meeting was held with the South Keys/ Greenboro Community Association.

NOTIFICATION AND CONSULTATION PROCESS

 

Notification and public consultation was undertaken in accordance with the Public Notification and Public Consultation Policy approved by City Council for Zoning By-law amendments.  One meeting was held with the South Keys/Greenboro Community Association.

PUBLIC COMMENTS

 

Two objecting comments were received from the public expressing concerns relating to truck traffic and wasted tax dollars spent on redevelopment of the recently constructed snow disposal facility.

 

Response

 

The signalization of the Thurston Drive and Conroy Road will ensure safe traffic movement for trucks onto Conroy Road which will largely occur outside peak hours of traffic.  As such, the Department does not see the traffic as being an issue at this location.  With respect to City expenditures, the storage yard will not interfere with the operation of the snow disposal facility which is located on currently vacant land between the disposal facility and Conroy Road.

 

SUMMARY OF PUBLIC INPUT

October 9, 2007 - PUBLIC MEETING COMMENTS

 

The proposed rezoning was discussed at an October 9, 2007 bi-weekly meeting of the South Key/Greenboro Community Association and the association had no objections with this rezoning going forward.
