2.                  The northerly section of Upper Dwyer Hill to Keatley Road;

 

3.                  The remnant cul de sac of former Highway 15 to Big Horn Way; and

BACKGROUND

 

On January 12, 2005, City Council approved a departmental work program that would facilitate the resolution of outstanding street name issues that continue to present an impediment to effective way finding and emergency response.  As a consequence of the construction of Highway 417 near Arnprior, former Highway 17, Upper Dwyer Hill, a remnant cul de sac section of former Hwy 15 and former Hwy 15 were identified as a priority for remedial action.

 

DISCUSSION

 

As illustrated in Document 1, a section of former Highway 17, the northerly section of Upper Dwyer Hill and a short section of former Highway 15 were severed with the construction of the new section of Highway 417, resulting in confusion for general way-finding and emergency response.  In addition, Highway 15 (also Regional Road 29) between Madawaska Boulevard and the City limits, has been assumed by the City as Ottawa Road 29.  However, the mailing addresses of the adjacent properties continue to be known as Highway 15.  Local residents and businesses have expressed concern with the resulting confusion and the risk of delay in an emergency.  To ensure clear municipal addressing, these sections of roadway require a street name change to render the adjacent property addresses unique for ease of identification and location.

 

In accordance with the Council approved process for the identification and resolution of street name anomalies, the Department notified affected individuals/businesses to explain the identified concern, the process to resolve such issues and the method for public involvement in determining the replacement street name.

 

Following consultation with the Ward Councillor, the Rural Affairs office and the community, two optional street names of local significance were offered to affected residents and businesses of Upper Dwyer Hill and the former Highway 15 cul de sac.  Individuals or groups were also provided the option of circulating a petition in support of an alternative name.  The list of available street names maintained by the City, including those names previously identified by the various heritage groups, was made available.  The name with the strongest majority support is the  name recommended by the Department.

 

Former Highway 17

 

The section of former Highway 17 between the new Highway 417 and Arnprior connects the south end of Grants Side Road with Madawaska Boulevard that extends into the town of Arnprior (reference Document 1).  With the intersection reconfiguration of Madawaska Drive and Ottawa Road 29, this section of roadway is a natural extension of Madawaska Boulevard.  The civic numbers descending eastward from Arnprior in the civic address range of 5000, providing ample room to reassign civic numbers.  As such, using the existing roadway name for the remainder of the continuous roadway, was the preferred option.

 

One alternative name was suggested by a local resident in response to the public notice, Nelson Higginson, a well-known person and family living adjacent to Highway 17 for many years.  Unfortunately, in light of the above, optional names were not considered for this roadway.  However, the suggested name and related background was included as an optional name for consideration by the residents on another roadway, that of the affected section of Upper Dwyer Hill.

 

The Department, therefore, recommends to formally change the street name from Highway 17 to Madawaska Boulevard and to assign related civic numbers.

 

Upper Dwyer Hill

 

As a result of the Highway 417 extension, Upper Dwyer Hill was severed in two sections.  When travelling east on Upper Dwyer Hill, the road diverts to the south and intersects with Ottawa Road 29.  At this point, drivers must turn right, go over Hwy 17 and turn right or left on the remnant section of Upper Dwyer Hill (Reference Document 1).  For the public, there is a high- risk assumption that the road terminates at Ottawa Road 29.

 

The optional names offered to the residents and businesses include;

 

 

Also offered, should an alternate name be preferred, was the option to circulate a petition.

 

The community submitted a petition with a majority of the residents in support of the optional name "Keatley Road".  As such, the Department recommends approval of the replacement name "Keatley Road".

 

Former Highway 15 Cul de Sac

 

The east end of Highway 15 previously intersected with Highway 17 at Herrick Drive.  South of that location, Highway 15, now Ottawa Road 29, currently extends over Hwy 417 and intersects with Madawaska Boulevard.  This road configuration change resulted in a remnant section of former Highway 15 as a cul de sac between Highway 417 and Ottawa Road 29 (formerly Highway 15) at a "T" intersection (reference Document 1).  The mailing addresses of properties adjacent to this section of roadway remain associated with former Highway 15.

 

The optional names offered to the residents include:

 

 

Also offered was the option to circulate a petition.

 

The community submitted a petition supported by a majority of those affected in support of the alternative name "Big Horn Way".  In rationale for the submission is:

 

 

The Department has cleared the proposed alternative name against the municipal addressing by‑law street name guidelines and recommends approval of the proposed name "Big Horn Way".

 

Former Hwy 15

 

The Province of Ontario has de-classified the section of  roadway between the City limits and Madawaska Boulevard as a provincial highway.  This roadway in now under City jurisdiction and has been classified as Ottawa Road 29.  Similarly, the extension of this roadway into the Township of Mississippi Mills is recognized as County Road 29.  No evidence was found that this roadway has been formally designated by By-law thus notification to major agencies including Canada Post has not taken place.  Therefore, while the provincial signs indicating Highway 15 have been removed and replaced with reference to Ottawa Road 29, for mailing purposes, the mailing addresses of properties associated to this roadway continue to be known as Highway 15.

 

The Department recommends confirming under By-law this roadway as Ottawa Road 29 and the assignment of associated civic numbers.

 

CONSULTATION

 

A letter of explanation was provided to the residents and businesses directly affected, and to Ward Councillor Eli El-Chantiry.  With the assistance of the Rural Affairs office, optional names of local significance were provided to the residents of Upper Dwyer Hill and the cul de sac for consideration.  The community on both streets chose to circulate a petition.

 

One petition from each street was received.  Per the procedures for suggesting names, a majority in support of a particular name from those directly affected is required.  In both cases, the name submitted is recommended for approval.

 

FINANCIAL IMPLICATIONS

 

The City does not compensate for expenses incurred by affected property owners or occupants.  However, to provide time to expend stationery and provide notification to personal and business contacts, the effective date of the change is delayed by six months.  The cost to change the existing street signs will be accommodated within the on-going street sign maintenance operating budget.

WHEREAS the portion of Highway 17 between the new Highway 417 and Grants Side Road that is addressed in the first paragraph of the recommendation in item 5, is still in the ownership of the Province of Ontario, although a transfer of this portion of the Highway is pending;

 

BE IT RESOLVED THAT paragraph 1 of the recommendation of item 5 be amended to add the following immediately after the word Boulevard: and this By-law would only be prepared and processed once the transfer of this portion of the highway from the Province to the City has been completed.
