BACKGROUND
In March 2006, Council received
the City of Ottawa Performance Measurement and Reporting Framework
(ACS2005-CMR-OCM-0003). The framework focuses Council, citizens and City
management and staff on outcomes and results.
Components of the framework provide stakeholders with information about
how well the City is doing compared to approved plans and on performance trends
over time.
The first reporting component to
be implemented within the framework was the Annual Report. In June 2006, the
City of Ottawa issued its 2005 Annual Report, Making it Clear (ACS2006-CMR-OCM-0007). This
was followed in June this year with the publication of the 2006 Annual Report, Planning,
Performance, Progress (ACS2006-CMR-OCM-0005). These documents provide a
description of the City’s progress in meeting approved goals for their
respective year.
The second significant component of the
framework is the City’s involvement in the Ontario Municipal Benchmarking
Initiative (OMBI). Municipalities participating in OMBI exchange performance
data on a number of service areas, analyze these results, and share information
on best practices. In January 2007, the City of Ottawa published the report Where
We Stand (ACS2006-CMR-OCM-0014), which contained explanation and analysis of
Ottawa’s 2005 OMBI performance results in 21 different service areas. The City
is currently working towards the release in late 2007 of a second OMBI report
explaining the City’s 2006 performance.
This Quarterly Performance Report to Council Q3 (July – September 2007) provides key measures of high interest to councillors for a cross-section of branches that deliver services to the public. It shows how the City is doing compared to its established standards or to its own performance over time. It includes mainly certain types of performance measures:
· Service measures (e.g. calls for service requests and call volumes)
· Output measures (e.g. the number of food premise inspections)
· Customer service measures (e.g. on-time transit service performance)
CONTEXTE
En mars 2006, le Conseil adoptait le Cadre
d’évaluation et de rapport du rendement de la Ville d’Ottawa (ACS2005-CMR-OCM-0003).
Ce cadre permet d’attirer l’attention du Conseil, des citoyens, des
gestionnaires et du personnel de la Ville sur les résultats. Des éléments de ce
cadre fournissent aux intervenants de l’information sur les réalisations de la
Ville par rapport aux plans approuvés et sur l’évolution du rendement avec le
temps.
La première composante du cadre était le
rapport annuel. En juin 2006, la Ville d’Ottawa publiait son rapport annuel
pour 2005, intitulé Clarifier nos objectifs (ACS2006-CMR-OCM-0007). Ce rapport a été
suivi en juin de cette année de la publication du Rapport annuel de 2006, Planification.
Rendement. Progrès (ACS2006-CMR-OCM-0005). Ces documents décrivent les
progrès réalisés par la Ville par rapport aux objectifs fixés pour l'année en question.
Le deuxième volet important du cadre est la participation de la Ville à
l’Initiative d’analyse comparative des services municipaux (IACSM) de
l’Ontario. Les municipalités de l’Ontario participant à cette initiative
échangent des données sur le rendement dans un grand nombre de secteurs de
service, analysent les résultats et se font mutuellement part de meilleures
pratiques. En janvier 2007, la Ville d'Ottawa a publié le rapport Où nous en sommes (ACS2006-CMR-OCM-0014), qui renfermait une explication et une analyse
des résultats en matière de rendement obtenus dans le contexte de l'IACSM dans
21 différents secteurs de services. La Ville prépare actuellement la
publication à la fin de 2007 d'un deuxième rapport s'inscrivant dans l'IACSM et
décrivant le rendement de la Ville en 2006.
Le Rapport trimestriel sur le
rendement présenté au Conseil pour le 3e trimestre,
juillet-septembre 2007, fournit les principales mesures pour un échantillon
représentatif de directions qui assurent la prestation de services au public.
Il montre la mesure dans laquelle la Ville respecte ses critères et les
tendances en matière de rendement au fil du temps. Il comprend principalement
certains types de mesures du rendement, notamment les suivantes :
Accountability is key to good governance. It involves monitoring and reporting performance as well as taking responsibility for the results achieved. The Quarterly Performance Report to Council is an important element in the City’s accountability framework.
This is the sixth Quarterly Performance Report to Council and covers the reporting period July - September 2007. It provides performance measures relating to the following specific branches:
· Utility Services (Solid Waste)
· Employment and Financial Assistance
· Fire Services
· Housing
· Parks and Recreation
· By-Law Services
· Public Health
· Ottawa Public Library
· Planning and Infrastructure Approvals
·
Client
Services & Public Information (point of service delivery strategy)
L’obligation de rendre compte est un élément
fondamental de la bonne gouvernance. Elle suppose que l’on assure le suivi du rendement
et que l’on en fasse rapport et que l’on assume la responsabilité des résultats
obtenus. Le rapport trimestriel sur le rendement présenté au Conseil de la
Ville d’Ottawa est un élément fondamental du cadre de responsabilisation de la
Ville.
Le présent rapport constitue le
sixième Rapport trimestriel sur le rendement au Conseil et couvre la période
allant de juillet à septembre 2007. Il présente des mesures de rendement pour
les directions suivantes :
The Quarterly Performance Report to Council is a tool for providing information on City services to citizens and Council. No specific public consultations were undertaken in the production of the report.

Responding to a question from Councillor Wilkinson, Ms. L. Jones, Manager of Corporate Performance Measurement and Reporting, explained that the data pertaining to the Ottawa Police Service had not been included in the report because it had to be presented to the Police Services Board before being released to City staff. However, given the lag time since the report’s released, she indicated the information could be provided.
In reply to a further question from Councillor Wilkinson with respect to the decline in headcount referenced in the Executive Summary section of the report, Mr. Finnamore confirmed that the information reflected a corporate-wide decline.
In closing, Councillor Wilkinson drew members’ attention to the 162.5% increase in e-visits to the Ottawa Public Library over the previous year, noting this was an indication of the work being done.
That the
Corporate Services and Economic Development Committee review and discuss the
service areas’ performance results, as outlined in the Table of Contents of the
Quarterly Performance Report to Council Q3 July-September 2007, pursuant to a
recommendation approved by the Committee at its meeting of 19 November 2007.
