Committee Recommendation
That Council direct City Manager Kent Kirkpatrick to increase the
advance to first-class firefighters’ backpay to the total amount of $12,500 in
accordance with the interim award dated on or about 29 June 2006, and to
implement a pro-rated amount for 2nd, 3rd and 4th
class firefighters.

municipal Kent Kirkpatrick augmente l’avance des arrérages payés aux pompiers
de 1re classe jusqu’à un montant total de 12 500 $,
conformément à la décision intérimaire prise le 29 juin 2006 ou dans
les jours suivants, et que le montant calculé au prorata soit mis en vigueur
pour les pompiers de 2e, 3e et 4e classes.

At its meeting of 15 January 2008, the Corporate Services and Economic Development Committee moved In Camera to receive a verbal update on the status of contract negotiations with the Ottawa Firefighters’ Association from Ms. L. Hunt, Manager of Labour Relations, Human Rights & Employment Equity, and Mr. J. Byrne, Acting Director of Employee Services. During the In Camera briefing, Ms. Hunt also responded to members’ questions on the topic.
Following questions and discussion, Committee members acknowledged that
this had been a long process and agreed to give direction to the City Manager
to make an additional advance to the firefighters’ back-pay. The Committee then indicated their intent to
rise and report on this matter in open session.
Upon resuming in open session, Committee considered and approved the
following motion, moved by Councillor D. Deans:
That City Manager Kent Kirkpatrick be directed to increase the
advance to first-class firefighters’ backpay to the total amount of $12,500 in
accordance with the interim award dated on or about 29 June 2006, and that a
pro-rated amount be implemented for 2nd, 3rd and 4th
class firefighters; and
That this resolution be forwarded to Council at its meeting of 23
January 2008.

Councillor Deans stated that, as a result of the briefing received In Camera on the above-noted subject, she believed all members of Committee felt it was clear that the City had acted in good faith but that this had been a long process. She then introduced the following motion.
Moved by Councillor D. Deans
That City Manager Kent Kirkpatrick be directed to increase the
advance to first-class firefighters’ backpay to the total amount of $12,500 in
accordance with the interim award dated on or about 29 June 2006, and that a
pro-rated amount be implemented for 2nd, 3rd and 4th
class firefighters; and
That this resolution be forwarded to Council at its meeting of 23
January 2008.
