BACKGROUND
The applicant, Signs.ca, on behalf of the property owner, Ottawa Train Yards Inc., is requesting relief from the Sign By-law to install an oversized information ground sign to be located at the southwest gateway entrance (Industrial and Trainyards).
The purpose for the sign is to identify and provide directional information to the new Trainyards Development project and to the businesses located in the project.
This large commercial development is located south of Belfast Road, north of Industrial Avenue, east of Sandford Fleming Avenue, with a portion located east of Trainyards Drive (reference Documents 1 and 2). The land is zoned industrial, consists of primarily retail commercial businesses and is classified a District 4 in the Sign By-law. Adjacent land is a mix of commercial and industrial uses. The closest residential property is located approximately 200 metres south of the proposed location of the sign.
At the east end of the project will be a combination of big box stores and a retail plaza with primary access from Industrial Avenue and Belfast Road via Trainyard Drive. This minor variance application will allow for a larger than typical sign at this location.
As proposed, the sign is identical to the sign to be installed at the north end of the project (Trainyards Drive and Belfast Road), considered and approved by City Council on October 26, 2006.
DISCUSSION
For large development projects with multiple buildings remote from the main vehicular entrances, the By-law permits an additional ground sign to be installed at the secondary gateway entrance for the purpose of providing directional information. These signs are typically limited to a sign area of five square metres with a height of three metres and include a map showing the location of individual buildings.
Consistent with directional signage, the increased area to 24 square metres at a height of 9.0 metres would be limited to displaying the Ottawa Train Yards logo, the names of the businesses or plaza name (multiple-occupancy) and a directional arrow(s) only, as illustrated in Document 2. Each business name sign panel is limited to one square metre. All lettering on the panels would be equal in size.
Additional sign face area for identification signs is permitted for shopping centres, if a portion is utilized to identify the name of the project. In this case, the Department supports the need for a combined plaza identification and directional information sign that will assist the public, delivery vehicles and emergency services from the main arterial road (Industrial Avenue) to individual businesses.
Given the size of this project and the number of businesses that would be included on the sign providing directional information, the Department supports the request to increase the overall permitted area and height. To limit the increased scale, substitution of the required map with business listings is also supported. Finally, this form of directional signage often reduces the proliferation of temporary advertising ground signs typically installed adjacent to principal access points.
CONSULTATION
The standard early notification was provided to neighbouring community and businesses groups. At this location, there are no residential land uses within 30 metres of the site. No responses were received.
