REPORT RECOMMENDATION
That the Local Architectural
Conservation Advisory Committee recommend that Planning and Environment
Committee recommend that Council:
1.
Approve the
application to demolish 189 Acacia Avenue and
2.
Approve the
application for new construction at 189 Acacia Avenue according to plans
received on December 18, 2007.

BACKGROUND
The building at 189 Acacia Avenue is located within the boundaries of the Rockcliffe Park Heritage Conservation District, designated as a heritage conservation district under Part V of the Ontario Heritage Act in 1997 (see Document 1). Constructed in the the 1950s with subsequent large additions, including a one storey addition that houses a pool, it is not included on the list of properties identified by the former Village of Rockcliffe Park as having architectural significance. This report has been prepared because the consent of City Council is required before a building can be demolished and new construction can proceed within the District.
DISCUSSION
The
Village of Rockcliffe Park Heritage Conservation District Study contains
Management Guidelines that are intended to protect and enhance those elements
in the Village that contribute to the definition of heritage character. The Guidelines
are not prescriptive, rather, they outline the principles to be applied to
future development, based on past experience. They are intended to guide the
evolution of the Village as a picturesque landscape of buildings set in
informal grounds, and where the soft landscape in particular ties together, and
makes sense of, the irregular road layout, the diverse lot arrangements, and
the eclectic mix of building styles.
The Guidelines stress that:
1. Any application to demolish an existing
building should be reviewed, with consideration of its historical and
architectural significance, its contribution to its streetscape, and the
appropriateness of the proposed redevelopment.
Demolition should be recommended for approval only where the existing
building is of little significance and the proposed redevelopment is
sympathetic to the surrounding environment.
4. Any application to construct a new
building or addition should be reviewed, with consideration of its potential to
enhance the heritage character of the Village. New construction should be
recommended for approval only where the siting, form, materials and detailing
are sympathetic to the surrounding natural and cultural environment.
5. New buildings and additions should be
of their own time, but should also harmonize with the existing cultural
landscape. They should also be sited and designed so as to retain the existing
topography. The use of natural materials should be encouraged.
The
subject property is located on the west side of Acacia Avenue between
Roxborough and Mariposa Avenues. There are only two houses in this block,
neither of which is included on the list of properties of importance in the
heritage conservation district. Both
properties feature the cedar hedges and mature trees that are typical of
Rockliffe Park (see photographs, Document 2)
The
proposed development is for a two-storey stone and stucco house with a hipped
gable roof and a gabled entrance pavilion.
The entrance pavilion and the ground floor are stone clad with a
stringcourse separating the first and second storeys. The casement windows will
be square headed with stone sills and lintels.
The windows are twelve paned, casement windows with true divided lights
and window boxes below. A triple garage, attached to the building, will face
Roxborough Avenue to the south. The rear elevation will feature a round
one-storey family room and a screened-in porch. The house will be Tudoresque in
inspiration and will fit into the eclectic character of the heritage
conservation district.
The
footprint of the proposed house is similar to the footprint of the existing
house, but the south east corner of the building where it jogs leaving an open
area, will be filled in. The coverage of the building footprint and the FSI
meet the requirements of the Village of Rockcliffe Park Zoning By-law. The property is currently surrounded by a
cedar hedge. This hedge will be retained, although altered to accommodate the
new driveway entrance, the walkway to the front door and to close the gap on
Acacia Avenue where the current driveway is located. It is anticipated that one mature tree will be removed and an
arborist has been retained to ensure that the largest maple on the site can be
protected during construction.
The Department supports this application because of the care taken to preserve and enhance the character of the Rockcliffe Park Heritage Conservation District through the retention of the landscaping features and the construction of a building that respects the cultural heritage value of the area. Furthermore, the existing building is of little significance, the new building will have essentially the same setback from Acacia and the existing peripheral hedge and the majority of the trees will be preserved.
CONSULTATION
The
Rockcliffe Park Residents Association (RPRA) Heritage Sub-committee reviewed
the proposal and provided comments to the architect. The design of the building was modified in response to these
comments, and the drawings included in this report reflect these changes.
The
Ward Councillor, Jacques Legendre, is aware of the application.
Heritage Ottawa is aware of the application.
FINANCIAL IMPLICATIONS
This report was considered by City Council
within the 90-day period required under the Ontario
Heritage Act.

The Committee heard from the following delegation speaking in support to the staff report.
David Flemming, President, Heritage Ottawa thanked the Committee for the opportunity to
speak on this proposal. He stated that,
while he is always disappointed to see the demolition of houses in Rockcliffe
Park, he feels the replacement building is respectful of the Rockcliffe Park Heritage Conservation District
and therefore supports the application.
