REPORT RECOMMENDATION

 

That the Corporate Services and Economic Development Committee recommend Council endorse Councillor Marianne Wilkinson to stand for election as an Ontario representative on the FCM National Board of Directors.

Que le Comité des services organisationnels et du développement économique recommande au Conseil d’appuyer la candidature de la conseillère Marianne Wilkinson en tant que représentante de l’Ontario au conseil national de la FCM.

 

 

BACKGROUND

 

The annual conference of the Federation of Canadian Municipalities (FCM) is being held in Québec City, Québec, on May 30 - June 2, 2008.  Councillor Marianne Wilkinson will be one of 9 members of Council putting forth their name to attend the conference.  In addition, she has expressed an interest in seeking election to represent the City of Ottawa on the FCM Board of Directors.

DISCUSSION

 

FCM's National Board of Directors is comprised of elected municipal officials from all regions and sizes of communities to form a broad base of support and provide FCM with the prestige required to carry the municipal message to the federal government.  Most of the positions on the FCM’s National Board of Directors are filled by election on an annual basis.  With respect to the Ontario caucus, there are fifteen members that are elected annually.

 

 

CONSULTATION

 

Public consultation was not required.

 

 

FINANCIAL IMPLICATIONS

 

At the present time, the following three Board of Directors meetings have been scheduled by FCM for the 2008-2009 term:

 

§               Jasper, Alberta (September 3-6, 2008)

§               Ottawa, Ontario (December 3-6, 2008); and

§               Victoria, British Columbia (March 4-7, 2009).

 

The estimated cost of attending the three meetings is approximately $4066.  Funds are available within the 2008 Elected Officials Administration Budget to cover expenses associated with a Council representative attending FCM board meetings.

Upon Council approval, City Council endorsement of Councillor Wilkinson will be forwarded to FCM by the City Clerk’s Branch.
