BACKGROUND
Section 284 of the Municipal Act, 2001 requires the City to submit a Statement of Remuneration, Benefits and Expenses paid to Members of Council (Document 1) and Council Appointees (Document 2) by March 31 of the year following. This report provides the information being submitted for 2007.
Remuneration includes salaries,
retirement allowances and per diems (paid by outside organizations). Benefits
include long-term disability, life insurance, extended health care, dental
care, OMERS and other taxable benefits.
Expenses paid to Members of Council and Council appointees include only amounts paid directly to them for reimbursements of out-of-pocket expenses such as travel, hospitality and office supply reimbursements. They do not include those expenses incurred by Members and Appointees that are paid to outside vendors. Neither this report nor the Statements address Council Office Budget expenses. A report on the 2007 Office Budget expenses for all elected representatives will be released by the City Clerk’s office on or before March 31, 2008.
The salaries and benefits for elected representatives are in accordance with 2007 rates approved by Council during 2007 budget approval. Due to payroll timing, the reported salaries include six days at the 2006 rates. Other Remuneration includes retiring allowances (former Member(s)), and remuneration/per diems paid by the Westboro BIA, the Association of Municipalities of Ontario, Conservation Authorities and the Rural Ontario Municipal Association. The per diems received by elected representatives from Conservation Authorities were to have been eliminated for 2007. The Authorities were not notified in a timely manner and those per diems were inadvertently paid to elected representatives in 2007. The elected representatives are reimbursing those Conservation Authorities. These reimbursements will be reflected in the 2008 Statement of Remuneration, Benefits & Expenses Paid to Members of Council, and Council Appointees report.
Other Expenses for Members of Council include reimbursements for expenses incurred by elected representatives for their attendance at meetings or conferences on behalf of organizations (specifically for and by the South Nation Conservation Authority, the Mississippi Valley Conservation Authority, the Rideau Valley Conservation Authority, the Association of Municipalities of Ontario, the Rural Ontario Municipal Association, the Westboro BIA, the Library Board and the Ottawa Police Services Board).
