BACKGROUND

 

Representatives for the new Ottawa Rotary Home have requested an exemption from the City's Development Charges By-law due to their non-profit corporation status and the service they will provide to the community.  The Rotary Home will offer services to both children and adults in separate wings decorated and appointed appropriately for their needs and their ages.  The new building will include single and double bedrooms, a large living space, kitchen, a Bubblebathatorium housing therapeutic tub and shower rooms, and spacious common areas with lots of room to roam and play.  There will also be a Snoezelen Room, a specifically designed area filled with quiet stimulation, that uses combinations of colour, light, sound shape and texture to create the ultimate atmosphere of relaxation.

 

All meals will be prepared in the Home's kitchen and will be shared family style with friends amid good-natured conversation.  The children and adults will be able to participate in social activities and games in the living room and computer areas.  These areas will also be available as places to work quietly on homework, as creative learning spaces or as somewhere to just curl up and watch a favourite television program.  All bedrooms will be outfitted with musical equipment to sooth and entertain.

 

With the luxury of a five-acre site, the children and adults will have access to the outdoors.  Gardens of beautiful flowerbeds, accessible from inside and outside, will surround the home.  There will be a playground for children of all ability levels with direct access to the gardens and a third outdoor area consisting of a patio where they can visit with friends or simply sit and enjoy a warm breeze.

 

For parents, loving and caring for their children is a natural instinct.  Yet all parents have likely, on occasion experienced challenges and sought a break or respite from their roles as caregivers.  We can only imagine the challenges faced by loving parents whose children have complex physical and/or mental needs.  This is why the Ottawa Rotary Home provides such an important service for these families.  By using the Home's respite services, parents are given a precious gift of time to spend with their other children, as a couple or alone just catching their breath.

 

The Ottawa Rotary Home's caring staff is highly skilled at providing individualized and responsive care to meet the high medical and physical needs of the children.  They are specialists trained to understand non-verbal communication strategies such as eye, hand and body movement or one-syllable sounds, allowing them to see beyond a disability and care for the child.  With a nursing team integrated into its staff, The Ottawa Rotary Home offers visiting children/youth, and soon adults, the highest possible level of experience.

 

 

CONSULTATION

 

Staff have consulted with the Ward Councillor on this exemption request.

 

 

FINANCIAL IMPLICATIONS

 

The city portion of development charges payable for the construction of the one storey respite care facility is $212,176.  This amount is based on a total square footage of 17,800 multiplied by the institutional development charge rate of $7.84 and the non-residential Leitrim storm water rate of $4.08.  Therefore, the City's development charge portion would be foregone if this request were approved.

 

An exemption may not be offset through an increase in fees for other categories DCA, 1997,c.27 s.5(6)3).  Any reduction in the DC collections arising from an exemption may result in a shortfall in funding to support growth-related projects.  This shortfall will be addressed in the five-year review of the development charge by-law as required by legislation.

DISPOSITION

 

Should Council approve the exemption, the Building Code Services Branch will be notified that the property is not required to pay development charges at the time of building permit issuance.
