REPORT RECOMMENDATIONS
That the Arts, Heritage and Culture Advisory Committee recommend that the Community and Protective Services Committee recommend Council:
1. Receive the 2007 Annual Report of the Arts, Heritage and Culture Advisory Committee as detailed in Document 1; and
2. Approve the objectives contained in the 2008 workplan, as
detailed in Document 2.

BACKGROUND
City Council, on 6 December 2006, reconfirmed its governance structure. This included the advisory committees, and the requirement for each to complete a workplan outlining proposed projects and activities for the upcoming year. The workplan is to identify each and every activity the Committee plans to undertake in the upcoming year, whether they have a budgetary impact or not. The item should be identified, a brief description of the project or activity should be noted, and the anticipated timing of the item should be provided.
The Lead Department Representatives are to provide the Committee with information on the departmental workplan and priorities, where the workplans of the Committees tie into that workplan, and where the Committee can assist the Department. The Lead Department Representative will also advise on what staff and/or financial resources are available as part of departmental priorities.
There was no funding approved for the advisory committee 2008 workplans.
DISCUSSION
The Arts, Heritage and Culture
Advisory Committee’s Terms of Reference
include the requirement to produce an annual work plan. The work plan is a means to establish
projects, activities and initiatives that will take place the following year.
At its 28 February 2008 meeting, the Arts,
Heritage and Culture Advisory Committee approved
its 2007 annual report and 2008 workplan.
The final
versions of each of these documents can be found at Documents 1 and 2 of this
report, respectively.
The committee’s Terms of Reference
have been approved by Council and are held on file as Document 3 to this
report, for reference purposes.
The mandate of the Arts, Heritage and
Culture Advisory Committee (AHCAC) is to provide leadership, advice and assistance to
Ottawa City Council, through the Community and Protective Services Committee,
on the development and implementation of (i) municipal arts and culture
policies, programs and development initiatives in all disciplines; and (ii) heritage
policies (excepting heritage designations), by-laws, strategies and programs to
support museums, archives, heritage events and programming, historic sites and
collections and the preservation and interpretation of monuments, memorials,
structures and natural and archaeological sites.
The Community and Protective Services (CPS) Department appreciates the advice and assistance received from the Arts, Heritage and Culture Advisory Committee in 2007 as reflected in Document 1 including participation in the Archives Relocation Committee, City Council’s Strategic Directions, a plan to maintain Dickenson Square, and advocating in the support of increased local arts facilities, among other activities. The Community and Protective Services Department supports the AHCAC’s 2008 Heritage Advocacy and Arts Advocacy workplans outlined in Document 2.
FINANCIAL IMPLICATIONS
There are no funds available in the City’s 2008 Operating
Budget for AHCAC’s 2008 Work Plan items.

ARTS, HERITAGE AND CULTURE ADVISORY COMMITTEE
The Arts, Heritage and Culture Advisory Committee would like to highlight
their involvement in the following activities in 2007:
·
Continuous
input and feedback and successful passage at City Council of the Arts
Investment Strategy, Festival Sustainability Plan.
·
Successful
implementation of yearly funding for the Museum Sustainability Plan and the
Arts Investment Strategy, Festival Sustainability Plan.;
·
Advising on
the development of a plan for continuation of the program of the City Archives;
following the expiration of the lease at 111 Sussex Drive in 2010. Two members of the committee served on an
Archives Relocation Committee;
·
Received
briefings on and encouraged the pursuit of the Percent for Public Art Program
and completion of the Bank St South competition;
·
Participation
in the 2007 heritage community recognition program;
·
Several
members were present at the celebration of Heritage Day on February 10;
·
Participated
and provided advice into Council’s Strategic Directions exercise;
·
A member
was appointed to monitor the activities of the Ottawa Public Library Board regarding
its new main library initiative;
·
A member
was appointed to serve on the 2007 Community Funding Allocation Committee;
·
Encouraged
the further development of a plan to maintain Dickinson Square in Manotick as a
heritage centre. Plan was passed by Council
November 2007;
·
Advocated
the commemoration of local heritage through appropriate naming of roads, spaces
and public facilities;
·
Advocated
in the support of increased local Arts Facilities, in particular the Ottawa
Community Concert Hall and the Arts Court Waller Street Study and the National
Portrait Gallery
·
Received
briefings on and encouraged local community organizations in their artistic and
cultural pursuits. Advocated on diversity of cultures in community arts.

Advocacy
The Arts Heritage
and Culture Advisory Committee (AHCAC) will act as advocates and advisors to

policies, by-laws, strategies and programs to support museums, archives,
historic sites and collections and the preservation and interpretation of
monuments, memorials structures and natural and archaeological sites. Advice
will be provided in response to identified priorities, initiatives and issues
as they arise.
OBJECTIVE
2
City
of Ottawa’s 20/20 Official Plan
AHCAC
will contribute to establishing criteria to determine benchmarks and
achievement of heritage and cultural goals within the City of Ottawa’s 20/20
Official Plan and Arts and Heritage Master Plan; will ensure community heritage
issues are maintained and firmly established within the framework and schedules
by City Council and City staff, and request that the spirit, policies and
recommendations of the 20/20 Ottawa Plan be respected in all public policy
developments by the City of Ottawa.
OBJECTIVE 3
City of Ottawa 2008 and 2009 Budgets
AHCAC will
provide input with respect to Heritage allocations, and make representation to
City Council during the process leading to the finalization of the 2008 Budget,
to ensure that Heritage spending allocations respond to identified needs and
priorities.
The
Committee will review the City of Ottawa Draft 2009 Budget estimates and
provide input regarding Heritage allocations, and make representation to City
Council during the budget consultation process to ensure that allocations
conform to evolving requirements.
OBJECTIVE 4
City of Ottawa Archives
A high priority
issue for 2008 is to continue to support the City of Ottawa Community and
Protective Services Department and the City of Ottawa Archives in the
development of plans for a high quality home for the City of Ottawa Archives
replete with sufficient staffing and long-term funding. These concerns will be expressed through
participation in the City Archives Main Branch Relocation Committee, by liaison
with City Staff and through the Community and Protective Services Committee.
OBJECTIVE 5
Museum Sustainability Plan:
Heritage Places and Sites
A second high
priority issue for 2008 for AHCAC is to be watchful in ensuring that the City
of Ottawa maintains its support and multi-year commitment to the Museum
Sustainability Plan, especially with respect to the operating and capital
funding for Ottawa museums. To this
end, AHCAC will provide advice and guidance to Ottawa City Council through the
Community and Protective Services Committee and to City staff on matters in
support of museums, archives, historic sites and collections and the
preservation and interpretation of monuments, memorials, structures and natural
and archaeological sites.
OBJECTIVE 6
Dickinson Square/ Watson's Mill
A
specific heritage place concern for 2008 is Manotick’s Mill Quarter comprising
Dickinson House, the Carriage Shed, the Weaver’s House, and the Ayer’s Building
as well as two adjacent properties in private ownership. Council approved a City-owned Manotick Mill
Quarter Corporation (MMQC) in November 2007 to implement the vision for a “Mill
Quarter” centred on Manotick’s historic Dickinson Square. The Committee will
keep a watching brief on the development.

Heritage Programming
AHCAC will work with the staff of the Community and
Protective Services Department’s Office of Cultural Affairs to provide advice
and support with respect to ongoing Heritage programs and recognition events
and to make recommendations for future City heritage recognition, if
necessary. Established programs of
particular interest include:
i) Heritage Fair 2008: AHCAC will work in
conjunction with the representatives of school boards, heritage staff and
applicable heritage organizations. Encourage the public system to follow the
Catholic Board of Education's successful example.
ii) Anniversaries, Heritage Day and Heritage
Month 2008: AHCAC will encourage all heritage groups to support community events
throughout Heritage Day and Heritage Month; and the Annual Heritage Day at City
Hall.
iii) Doors Open Ottawa Program: AHCAC will support and promote partnership between
the City, the heritage community and the corporate sector with the annual Doors
Open Ottawa program.
iv) Cultural Education and Heritage
Awards:
AHCAC will work with the
Community and Protective Services Department to provide support for the
promotion of municipal, heritage and cultural awards programs that respect
previously defined programs of excellence and community impact, involvement and
contribution by individuals and heritage organizations.

Arts Advocacy
The AHCA Committee (AHCAC) will act as advocates and
advisory body to City Council, through the Community and Protective Services
Committee, on matters pertaining to arts policies, by-laws, strategies and
programs in support of local artists, arts organizations and to the benefit of
the community at-large. Advice will be
provided in response to identified priorities and issues as they arise.
AHCAC will foster and encourage community
consultation and public outreach by providing information and opportunities to
discuss issues and exchange ideas with members of the public through rotating
site visits, committee meetings, focused consultations and a possible arts
forum, where possible.
AHCAC will continue to keep informed of the latest
Arts policy developments at the municipal, provincial, national and
international levels, through information sharing, seminars and other
activities.
OBJECTIVE 2
City of Ottawa’s 20/20 Official Plan
AHCAC will contribute to establishing criteria to
determine benchmarks and achievement of arts goals within the City of Ottawa’s
20/20 Official Plan and Arts and Heritage Master Plan. This Plan defines a vision for the arts in Ottawa, respects the
creative efforts of individuals and groups in their pursuit of excellence at
all levels of arts activity, ensures access for the public, assists in the
development of a diverse arts sector, encourages partnerships, and ensures an
efficient and effective system of delivery in the arts sector.
AHCAC will ensure community arts issues are
maintained and firmly established within the framework and schedules by City
Council and City staff, and request that the spirit, policies and
recommendations of the 20/20 Ottawa Plan be respected in all public policy
developments by the City of Ottawa.

AHCAC will

AHCAC will work with the Community and Protective Services Department to provide advice with respect to the promotion of existing municipal and other levels of governments’ arts awards programs that respect previously defined recognition programs that acknowledge excellence, community impact, involvement and contribution by individuals and arts organizations.

Arts Investment
Strategy and Festival Sustainability Plan
AHCAC will maintain dialogue with city staff
members on the Arts Investment Strategy and Festival Sustainability Plan, to
follow-up on the evolution and application of the process.

Culture Advocacy
AHCAC will pursue the dialogue with local
cultural organizations promoting Ottawa’s diversity of cultures as well as the
artistic community.
Continue to build
awareness with City Council in the importance and benefit of Ottawa’s rich
artistic and cultural diversity for its residents.
