That the Health and Social Services Advisory Committee recommend that the Community and Protective Services Committee recommend Council:

in Document 1; and

objectives contained in the 2008 workplan, as detailed in Document 2

City Council, on 6 December 2006, reconfirmed its governance structure. This included the advisory committees, and the requirement for each to complete a workplan outlining proposed projects and activities for the upcoming year. The workplan is to identify the activities the Committee plans to undertake in the upcoming year, whether they have a budgetary impact or not. Each item should be identified with a brief description of the project or activity.
The Lead Department Representatives are to provide the Committee with information on the departmental workplan and priorities, where the workplans of the Committees tie into that workplan, and where the Committee can assist the Department. The Lead Department Representative will also advise on what staff and/or financial resources are available as part of departmental priorities.
There was no funding approved for the advisory committee 2008 workplans.
DISCUSSION
At its meeting of 26 February 2008,
the Health and Social Services Advisory Committee approved its 2007 annual
report and 2008 workplan. The final
version of each of these documents is found at Documents 1 and 2 of this
report, respectively.
The committee’s Terms of Reference
have been approved by Council and are held on file as Document 3 to this
report, for reference purposes.
Community and Protective Services department
The mandate of the Health and Social Services Advisory Committee (HSSAC) is to advise on policy, programs and service delivery in the area of provision and support of social, health and related services.
The Community and Protective Services (CPS)
Department appreciates the advice and support provided by the HSSAC in 2007,
including input on the Council’s Strategic Directions, the draft City Housing
Strategy, the framework for the Children and Youth Agenda, and the Community
Funding Allocation Committee, among others.
Although
the Community and Protective Services Department recognizes the value of
advisory committees conducting public forums, there are no funds anticipated in
the 2008 budget. The Department
supports the HSSAC 2008 workplan affixed as Document 2 including initiatives of
interest to the Advisory Committee such as: monitoring restructuring of the
National Child Benefit, review of further implementation of the LHIN
initiatives, and holding HSSAC meetings in community settings to increase public
dialogue of health and social services issues, among many others.
There are no funds available in the City’s 2008 Operating
Budget for HSSAC’s 2008 Work Plan items.

The Advisory Committee will work to complete the workplan tasks
approved by City Council.

Recommended
that the Community and Protective Services Committee (CPSC) recommend to Council
to write to the Champlain Local Health Integration Network (LHIN), requesting
that immediate action be taken to address the present situation where there are
waiting lists for access to hospital services in cities like Ottawa, while
there are unused operating rooms and qualified staff in hospitals in smaller
locations.
·
Recommended
that the CPSC recommend that Council provide adequate resources to Ottawa
Public Health in order to improve the understanding of health and
health-related determinants in relation to Ottawa’s neighbourhoods, continue to
identify priority areas for action that include working with community health
partners on health promotion strategies, programs and services, continue to
work with community partners to develop preventative, evidence-based programs
that build on community strengths and networks and are geared to the diverse
population needs in the City, evaluate public health programs systematically,
and wherever possible, to use established best practice approaches that measure
progress against predefined objectives, such as the balanced scorecard or the
public value scorecard.

Sent a
memo of endorsement to the CPSC regarding the Immigration Ottawa Initiative, in
which it also posed several questions of clarification.
·
Endorsed
the motion by the Poverty Issues Advisory Committee (PIAC) that Council lobby
the federal and provincial governments to develop a publicly funded oral health
care strategy that addresses the need for an increased level of publicly funded
dental care to address the needs of all Canadians; established an ongoing
liaison with PIAC.
·
Endorsed the Seniors Advisory Committee's recommendation to
the Transit Committee that they consider introducing fare parity for all Para
Transpo users across the city.
· Met at West Ottawa Resource Centre in Kanata in June to hear from a manager who presented information about the Violence Against Women Program and the role of Chrysallis House; a community developer who spoke on the services offered to the immigrant community, challenges on serving this group and the needs of this group of citizens; a youth community developer who gave information about programs offered to children and youth through the Centre; and community support workers who spoke about services for adults with long and short-term physical disabilities and for older adults living independently in the community.
·
Provided comments to staff
in the Housing branch of CPS department, with respect to the Draft City Housing
Strategy indicating that it is a very good, strong and clear statement which
HSSAC fully endorsed although a few areas for improvement were suggested (e.g.
affordable housing in Lebreton Flats and Rockcliffe lands).
·
Held a strategic planning session in
the Fall 2007 to determine where HSSAC would focus its efforts in the future.
·
Held a meeting with other advisory
committees to discuss the future roles of advisory committees and how these
committees can be made more effective.
·
Provided comments to City staff on the
Children and Youth Agenda draft framework.
·
Provided
a representative to sit on the Community Funding Allocation Committee who then
assisted in the selection of community based agencies to receive city grant
money for community projects.
·
Provided
comments to the Committee of the Whole regarding the draft
summary report on Council’s strategic directions for 2008-2010.

AND SOCIAL SERVICES ADVISORY COMMITTEE
WORKPLAN 2008
HSSAC has adopted a number of strategic directions for 2008; where applicable, specific action items are identified within these strategic directions.
I.
Structurally, continue to organize efforts along three primary issue
areas: (1) public health and service delivery models; (2) housing and
homelessness; (3) women’s and children’s issues.
In each of the three areas identified above, HSSAC will: monitor emerging issues, listen for community perspectives and provide advice and guidance to City Council.
Within these three issue areas, the following items have been identified as priority items for action in 2008:
a. engaging the community, stakeholders and City staff through a public forum to stimulate discussion on governance of public health in the City of Ottawa
b. working towards the improved health of Ottawa residents, particularly on issues under municipal jurisdiction affected by and arising from further implementation of LHIN initiatives
c. reviewing and supporting implementation of the City’s recently adopted Housing Strategy
d. monitoring restructuring of the National Child Benefit and ensuring optimal outcomes through community input into the process
e. monitoring revisions and offering direction with regards to the 2008 City Budget while also working towards a positive and progressive 2009 Budget development exercise
HSSAC will seek to re-instate sub-committees for the particular issue areas when full Committee membership is restored (expected in May 2008).
II.
Respond first and foremost to community needs across the health and
social service portfolio, working to ensure sufficient resources are in place
to support community services and partners in these areas.
III.
Animate and contribute to public dialogue vis-à-vis issues under
HSSAC’s mandate.
Specifically, HSSAC will hold at least two HSSAC meetings in community settings
IV. Liaise, and where effective create working partnerships, with other City of Ottawa Advisory Committees, maximizing the effectiveness of citizen input and voluntarism.
