That Council enact a by-law to change the street names of former (Old) Strandherd Drive, west of Tartan Drive and Gorman Drive to Tartan Drive and the easterly portion of former (Old) Strandherd Drive to Harthill Way, as detailed in Document 1.

That the Planning and Environment Committee recommend Council enact a by-law to change the street names of former (Old) Strandherd Drive, west of Tartan Drive and Gorman Drive to Tartan Drive and the easterly portion of former (Old) Strandherd Drive to Harthill Way, as detailed in Document 1.

The
realignment of Strandherd Road in Barrhaven left a remnant section of roadway
also named Strandherd Drive.
Action to rename this abandoned segment was held pending the resolution of area development proposals that would determine the roadway's final configuration or confirm its closure. A detailed map of the proposed street name changes is found on Document 1 and more specific plans are shown on Documents 2 to 4 of this submission.
Elimination of the duplicate section of Strandherd Road and Gorman Drive will enhance clarity of road names in this area and assist both residents and emergency response teams in way finding by using one single name for this continuous roadway, Tartan Drive.
Specifically, Tartan Drive would be extended southwest incorporating the sections of former Strandherd Road and Gorman Drive to its intersection with the re-aligned Strandherd Drive. The easterly section of former Strandherd Road, between Tartan Drive and Opal Lane, would become Harthill Way and form part of the abutting subdivision, 4022 Strandherd Drive (see Documents 2 and 3). Tartan Strandherd Development is proceeding with approvals for the Fraser Lands Barrhaven project that will include a name change for the section of former Strandherd Drive northeast towards Opal Lane that will become the natural extension of Harthill Way.
The Department has reviewed the requested changes and is satisfied the proposed name changes are in keeping with the street naming guidelines and the intent of the By-law. Furthermore, there are no civic addresses linked to the affected sections of roadway. As such, the addresses of the existing property owners and residents on Tartan Drive will not be affected.
In summary, the changes requested in this submission will correct outstanding street name anomalies and provide better clarity with the extension of Tartan Drive as a continuous roadway.
Based on the above, approval of the requested street name changes is recommended.
The proposal was circulated to the Ward Councillor and the local community associations. In keeping with the legislative notification requirements, a notice was placed in the local French and English newspapers as part of the Planning and Environment Committee agenda notice. There were no objections received regarding this application.
Costs associated with the application process are offset by the application fee. As public streets, costs related to the manufacture and installation of replacement street name signs will be accommodated under the 2008 Traffic and Parking sign maintenance budget.
