BACKGROUND

 

At its meeting of June 12, 2008, the Agriculture and Rural Affairs Committee received a response to Councillor Thompson’s inquiry of May 22, 2008 regarding the leaf and yard waste program.  Councillor Thompson put forth the following motion, which was approved by Committee, with respect to including two additional pick-ups in the rural areas:

 

That the Agriculture and Rural Affairs Committee recommend that Council direct staff to increase the service level in the Spring and the Fall which can be achieved by adding one additional collection each season, resulting in one collection at the end of April, one collection at the end of May, one collection at the end of October and the final collection to be November 10, 2008 for the additional cost of $10,000 per collection.  This would lead to a budget pressure of $10,000 for 2008, which can be offset by increases in revenues for recycling within the Solid Waste Operating budget.

 

 

CONSULTATION

 

No public consultation was conducted on this matter as this direction to staff is as a result of an inquiry.

FINANCIAL IMPLICATIONS

 

The additional $10,000 required for 2008 will be absorbed within the current approved 2008 Solid Waste Services Operating Budget. The additional $20,000 required for 2009 will be identified as a 2009 budget pressure and included in the 2009 Solid Waste Services Draft Operating Budget.

At the May 22, 2008 meeting of the Agriculture and Rural Affairs Committee, Councillor Thompson submitted the following inquiry:

 

City staff provide a report at the June 12 ARAC meeting, on the consultation and rationale for the implementation of the leaf and yard waste program, which is picked up in non-residential areas of Rural Ottawa in the spring and fall.

 

Following the Councillor’s inquiry, Councillor Brooks advised that in relation the above inquiry, he previously sent an inquiry to Legal Services asking to define “sparsely populated”, which is used frequently in the by-law for pick up. 

 

 

 


Response/Réponse

 

June 12, 2008

 

As part of the 2008 City Budget Deliberations, Council approved a reduction in leaf and yard waste collection services in rural non-village areas to avoid having collection vehicles drive great distances to collect overall a minimal amount of material. This change in service level generated a savings of $130,000/year. 

 

The message was conveyed to rural non-village residents through public service announcements, community newspaper ads, and through the City’s website and 311 centre, but unfortunately may not have reached all affected residents.  This resulted in some confusion and frustration on the part of residents as the calendar they were relying on showed full leaf and yard waste service. 

Councillors offices and the 311 call centre have received calls from some rural non-village residents about the service change.  Solid Waste Services Branch is aware of 52 logged calls with the following concerns:

Reduction in service – reduction in taxes requested

No notification – Service different than in calendar

Need more service in spring and fall – but not through summer

Service provided this spring too late

The leaf and yard waste change to rural non-village areas has been outlined in the recently delivered waste collection calendars for 2008-2009.  

 "Rural residences in areas that are sparsely populated, or on roads where residences are farther apart, will only receive leaf and yard waste collection during these periods in 2008:  Week of May 26th and November 10th. 

However, as previously mentioned, the message may not have been clear due to the calendars still showing the leaf and yard waste collection symbol.  Discussions with rural councillors have been undertaken and there is a need to provide some additional service in the rural area in the peak season during spring and fall, though not a need for full reinstatement.

RECOMMENDATION:

Increasing the service level in the Spring and the Fall can be achieved by adding one additional collection each season, resulting in one collection at the end of April, one collection at the end of May, one collection the end of October, with the final collection to be November 10th, 2008, for an additional cost of $10,000 per collection.  This leads to a budget pressure of $10,000 for 2008, which can be offset by increases in revenues for recycling within the Solid Waste Operating budget.

This recommendation will result in a budget pressure for 2009 of $20,000.

Solid Waste Services Branch will also provide information to all rural non-village residents on composting, including information of how to build your own composter.

Anne-Marie Fowler, Manager of Solid Waste Operations spoke on the staff response to Councillor Thompson’s inquiry for leaf and yard waste service and the reduction in service in the rural, non-village areas.  She explained that staff reviewed the concerns from residents with the majority being in the West Carleton area, with a number of different concerns in Councillor Brooks and Thompson’s ward.  Unfortunately there was lack of communication to residents with respect to this budget reduction issue, which was somewhat confusing and frustrating for the residents.  She added that the previous calendar sent to residents showed the pick up dates were still in effect even though public service announcements and flyers advised the public of the change. 

 

Ms. Fowler suggested having two pick-ups in the spring and twice in the fall and added that the cost of the two additional pick-ups would be approximately $20,000 dollars.

In response to a question by Councillor El-Chantiry, Ms. Fowler responded that staff are committed to sending out information to residents on how to build their own composters.

 

Councillor Thompson suggested distributing the leaf and waste calendar pick-ups for the calendar year so that residents would be informed ahead of time.  Ms. Fowler agreed to discuss with Canada Post.
